The US International Trade Commission (USITC) voted on October 9 to open an investigation into vertical power delivery systems, their components and the computing systems that contain them. The case is based on a Vicor complaint filed on September 9. It names 20 respondents, among them Delta Electronics, Quanta Computer, Hon Hai Precision Industry (Foxconn) and Foxconn's server unit Ingrasys.
Vicor wants a limited exclusion order, which would stop the accused products at the US border, and cease and desist orders. According to the commission's notice of the complaint in the Federal Register, Vicor also wants the products to be imported only under a bond during the 60-day presidential review that follows any ruling. Neither the USITC release nor the notice names the patent.
The case, numbered 337-TA-1526, follows a Vicor complaint over power converters and circuit board assemblies that the commission took up in February (337-TA-1484). Four company groups appear in both cases: Delta, Quanta and its cloud unit Quanta Cloud Technology, Luxshare Precision, and Monolithic Power Systems.
The new complaint leaves out Wistron, Wiwynn and the Chinese power module maker MetaPWR. It adds Foxconn, German chipmaker Infineon Technologies, and contract manufacturers Flex and Celestica.
Foxconn was also named in an earlier Vicor case that ended in 2025. Together the respondents cover most of the AI server power chain, from power chips to power modules to the assembly of full server racks.

In that earlier case (337-TA-1370), Vicor won on two of the three patents it asserted. The commission ruled in February 2025 that Delta's power converter modules infringed one Vicor patent and that modules made by Hsinchu-based Cyntec infringed a second. It barred unlicensed imports of the infringing modules, and of computing systems containing them, made by or for the respondents, a list that also included Quanta, Foxconn and Ingrasys.
It issued cease and desist orders against Delta Electronics (Americas), Quanta Computer and its US unit, FII USA and Ingrasys Technology USA. It found no violation on the third patent, and it ruled that FII USA and Ingrasys held a license to the patent Delta was found to infringe.
Vicor has also tied its patents to licensing. On September 16, a week after filing the new complaint, it announced it had granted a non-exclusive license on vertical power delivery to an unnamed AI system maker. The license lets that company buy covered modules from unlicensed suppliers. Vicor's release did not mention the ITC case. It did say supply agreements with infringing suppliers "cannot overcome importation bans" and that unlicensed OEMs and hyperscalers "may need a license."
Vicor, based in Andover, Massachusetts, makes high-density power modules and power conversion systems. It focuses on modular power architectures and 48V power delivery, and markets its products for AI processors, data centers, industrial equipment, electric vehicles and aerospace.
It makes its modules in its own ChiP fabs using production methods similar to a semiconductor fab, and in September it announced it had bought sites for more fabs.
Vertical power delivery, the technology in the new case, feeds current to a processor from directly beneath it rather than from the side. As AI accelerators draw more and more current, that approach is becoming a key design choice.
Opening the investigation is not a ruling on the merits. An administrative law judge will hold a hearing and make an initial determination, which the full commission can review. The USITC will set a target date for completing the case within 45 days.
The 2025 case took about 18 months from launch to final ruling. Vicor reports third-quarter results on October 20.
