China has plenty of indium but not enough InP wafers for AI data centers

China accounts for more than 70% of the world's primary indium output but only about 10% of finished indium phosphide substrates, leaving a gap between its strength in raw materials and the qualified wafer capacity increasingly needed for AI data-center optics.

A recent survey of China's InP supply chain by the Science and Technology Innovation Board Daily found that domestic producers remain constrained by high-purity material availability, wafer yields, larger-diameter manufacturing, and customer qualification. Sumitomo Electric, JX Advanced Metals, and AXT together account for more than 90% of the global finished InP substrate market, while Chinese suppliers collectively account for about 10%.
The imbalance is becoming more important as AI clusters push optical links toward higher speeds. Sumitomo Electric's data-center roadmap shows intra-data-center connections progressing from 400G to 800G, 1.6T, and eventually 3.2T, with some server connections shifting from copper toward optical fiber. InP is a key material for the lasers and photodetectors used in those high-speed optical links.
The commercial problem is that substrate supply cannot be scaled on the same timetable as GPU deployment. Crystal growth, wafer diameter, yield consistency, and customer qualification all take time, so announced capacity does not automatically translate into wafers that device makers can use.

China's upstream position is strong. Domestic producers can supply large volumes of industrial-grade refined indium, but semiconductor applications require much higher purity, typically 6N to 7N. Several Chinese high-purity indium projects remain at the pilot, development, or customer-validation stage. The relatively small amount of indium consumed by InP substrates has also limited the economic incentive for refiners to invest aggressively in purification capacity.
The bigger constraint sits downstream. Yunnan Germanium's Xinyao Semiconductor, one of China's few volume producers of optical-communications InP substrates, focuses mainly on 2- to 4-inch products and has annual capacity of about 150,000 wafers. A CNY189 million (approx. US$28.1 million) expansion announced in April is designed to add the equivalent of another 300,000 wafers annually over an 18-month construction period, including a 6,000-wafer-per-year 6-inch pilot line. Only small volumes of 6-inch substrates have so far been supplied for customer and laboratory testing, with mass production still requiring more time.
Other Chinese optical-device makers continue to depend on outside suppliers. Sanan Optoelectronics buys all of its InP substrates from external suppliers despite operating its own InP epitaxy and optical-chip lines, while other domestic chipmakers are still validating local substrate sources or pursuing multi-supplier strategies. Moving from 3-inch to 4-inch and then 6-inch wafers requires equipment changes, thermal-control adjustments, and another yield ramp, with the journey from line construction to qualified volume supply potentially taking two to three years or longer.
Not all capacity located in China is available to China's domestic substitution drive. Beijing Tongmei is a wholly owned subsidiary of US-based AXT and supplies its parent and export markets. It is also the facility AXT plans to expand from 2026 through 2028 under a 6-inch InP supply agreement with Coherent.
Established suppliers are responding with unusually large investments. JX Advanced Metals plans to spend up to JPY120 billion (approx. US$753 million) over four years to expand InP substrate production, adding capacity in Hitachinaka alongside its existing Isohara operations. The company plans to raise capacity by roughly seven to 10 times after customer requests for additional supply exceeded earlier expectations. It is also discussing price revisions, indicating that tight qualified supply is strengthening the position of incumbent producers.
Sumitomo Electric is expanding as well. Its November 2025 data-center strategy shows InP substrate capacity rising to 2.4 times the 2023 level by 2028 and highlights large-diameter 4- to 6-inch substrates and high quality as competitive strengths. The company also points to 4-inch mass-production technology for EML and CW laser devices, underscoring the manufacturing advantage held by established suppliers.
Buyers, meanwhile, are committing capital years ahead of delivery. Lumentum signed a six-year InP wafer capacity-reservation agreement with AXT in July, agreeing to an initial US$43.5 million deposit and a second US$43.5 million deposit whose timing and terms are to be determined in 2028. The funds will be applied against future wafer purchases.
A month earlier, Coherent entered a three-year development and supply agreement with AXT-Tongmei for 6-inch InP substrates. AXT agreed to expand its Beijing manufacturing capacity from 2026 through 2028, while Coherent committed a US$22.29 million prepayment in exchange for agreed capacity. Together, the deals show leading optical suppliers moving beyond conventional purchase orders and effectively helping fund future substrate capacity.
The same pressure is visible further down the optical supply chain. Zhongji Innolight's prepayments rose from CNY134 million (approx. US$19.9 million) at the end of 2025 to CNY954 million (approx. US$141.9 million) in the first half of 2026, with part of the increase linked to efforts to secure upstream optical-chip and substrate capacity. One materials supplier cited lead times of 24 to 40 weeks for InP substrates, with deposits of 30% to 50% required for some specifications.
Some Chinese research estimates put 2026 InP demand at 2.6 million to 3 million wafers against effective capacity of roughly 750,000, implying a shortage above 70%, but industry participants have cautioned against taking those figures at face value. The more concrete signals are the investments and advance payments already being made by suppliers and customers.
For buyers, announced capacity, effective capacity, and qualified capacity are three different numbers. China is moving quickly to expand the first, but closing the gaps in usable and customer-qualified supply will take longer. That leaves established InP substrate suppliers with considerable supply and pricing leverage even as nominal capacity rises.
