Huawei orchestrates China's DUV lithography push to cut reliance on ASML

Huawei is emerging as a central organiser of China's effort to build a domestic semiconductor equipment supply chain, backing critical lithography suppliers and helping connect them with major chipmakers including SMIC.

The Chinese technology group is investing across the deep ultraviolet lithography (DUV) ecosystem while helping local equipment makers secure access to commercial fabs, according to the Financial Times . The strategy could reduce China's reliance on ASML and other foreign suppliers while limiting its exposure to Western semiconductor export controls.
At the center of the effort is Shanghai-based Yuliangsheng , which has co-developed what people familiar with the project describe as China's first domestically made advanced DUV lithography machine. The company was spun out of SiCarrier, a semiconductor equipment start-up previously reported to have close technical and commercial ties to Huawei. Huawei has denied any affiliation with SiCarrier.
Yuliangsheng's machines are being tested by SMIC and on Huawei's own production lines. Their eventual target is advanced AI chip production, although engineers are initially testing the equipment on less complex semiconductors while improving performance and reliability.
Huawei takes the coordinator role in China's DUV ecosystem
Lithography remains a major weak point in China's semiconductor localisation effort. Domestic fabs still rely heavily on ASML, while Chinese suppliers trail in critical areas including projection optics and high-power light sources.
Huawei is trying to close that gap by linking equipment makers, component suppliers and fabs, giving domestic tools the testing and production feedback needed to mature.
Bernstein analyst Lin Qingyuan said Huawei is playing a "project management" role in China's DUV push, coordinating the thousands of suppliers and customers needed to move beyond prototypes.
Yuliangsheng aims to produce 12 DUV machines by end-2026, though it remains well behind ASML in productivity and maturity, the FT reported. SMIC is testing a 28nm Yuliangsheng system and using multi-patterning for 7nm production, extending DUV to more advanced nodes at the cost of extra process steps and lower efficiency.
With support from Chinese lithography equipment maker SMEE, Yuliangsheng is developing several DUV prototypes, some still reliant on foreign components and others testing domestic alternatives.
Optics and light sources remain China's hardest gaps
A DUV lithography system contains tens of thousands of parts, but projection optics and high-power laser sources remain among China's hardest components to localise.
Yuliangsheng has used projection lenses from Germany's Zeiss . Zeiss said it supplies lithography optics only to ASML, though industry executives said such lenses could potentially be sourced through China's secondary market.
Huawei-backed capital is targeting domestic substitutes. Hubble Technology Venture Capital and Shenzhen Yuanzhi Xinghuo have invested in Castech Inc., an ultra-precision optics company. In 2023, Yuanzhi Xinghuo invested CNY100 million (approx. US$15 million) for a 37% stake.
Castech, which traces its roots to a Chinese Academy of Sciences research institute and has listed ASML and Huawei among its customers, is developing precision optical components to replace imported parts in advanced equipment.
Light sources remain another bottleneck. Japan's Gigaphoton and ASML subsidiary Cymer dominate the market, where the key challenge is maintaining stable high-power output for chip production.
Beijing RSLaser, also backed by Hubble, has emerged as a leading Chinese contender, supplying light sources for older SMEE DUV systems and working with SMEE on a 28nm-class machine.
SMIC and Chinese fabs hold the key to commercialisation
China's next challenge is turning domestic lithography prototypes into production tools.
SMIC and other leading fabs have bought and tested Yuliangsheng equipment but still rely heavily on ASML. China is expected to contribute about one-fifth of ASML's revenue this year, while CXMT and YMTC have stockpiled enough ASML DUV systems to support expansion for the next three years.
That installed base limits near-term pressure to switch, although US export controls could accelerate localisation by forcing closer collaboration between Chinese fabs and domestic equipment makers.
ASML offers the model: close cooperation with TSMC helped refine successive lithography generations. China's DUV suppliers will need a similar feedback loop with SMIC, CXMT, YMTC and other major fabs.
Huawei is trying to build that ecosystem by funding component suppliers, supporting lithography developers and helping domestic tools gain the fab exposure needed to improve.

High-NA EUV shows how quickly the frontier is advancing
Even if Huawei succeeds in accelerating domestic DUV adoption, China is chasing a moving target. While Chinese fabs work to commercialise local DUV systems, the global lithography frontier is advancing into EUV and High-NA EUV.
Semiconductor commentators on X noted that Intel has processed more than 1 million 300mm wafers on ASML High-NA EUV systems in less than 2.5 years since its first tool was assembled. The total spans installation, certification, R&D, and production, while Intel has qualified High-NA for selected layers of its Intel 18A process.
Intel is also exploring 6-by-12-inch photomasks for High-NA EUV. Current 6-by-6-inch masks require stitched exposures for larger dies because of High-NA's anamorphic optics, reducing throughput and complicating overlay. Larger masks could enable full-field single-pass exposure, but would require changes across mask blanks, writers, inspection tools, pellicles, carriers, and potentially scanners.
The contrast puts Huawei's effort in perspective: China is still closing gaps in advanced DUV while the leading edge moves further into High-NA EUV.
That makes Huawei's role broader than any single lithography machine. By linking optics and laser suppliers, equipment developers such as Yuliangsheng and fabs such as SMIC, it is trying to turn China's fragmented equipment base into a coordinated domestic ecosystem.
China remains years from matching ASML across the lithography stack. Huawei, however, is moving beyond designing chips around export restrictions toward organising the equipment supply chain needed to manufacture them.
