Naver pitches a Europe-facing AI factory to France as Brookfield deal moves ahead

Naver is trying to export the AI factory model it is building at home, telling French companies and institutions this week that it wants to combine France's energy base with its own AI stack to build data center capacity for European firms and startups.
Naver CEO Choi Soo-yeon and Naver Cloud CEO Kim Yu-won met chief executives from France's media, IT, energy, mobility, and finance sectors during President Lee Jae-myung's state visit, according to Chosunbiz . Choi framed the pitch around three areas: global AI infrastructure, industry-specific AI built with data sovereignty and security, and cultural content.
A Korean template offered abroad
Referring to the AI factory plan Naver announced with Nvidia and Brookfield, Choi said the company wants "to create an AI factory that European corporations and startups can use by combining France's stable energy base with Naver's experience in the AI ecosystem," Chosunbiz reported.
That domestic project is the credential Naver is leaning on. Nvidia, Naver, and Brookfield said in July they would scale the initial Nvidia DSX AI factory deployment at Naver's GAK Sejong hyperscale data center from 55MW to 200MW by 2028, with Naver intending to expand its Nvidia infrastructure to 1GW over time. Nvidia plans to invest US$1 billion in Naver Corp., while Brookfield has entered a nonbinding term sheet to fund up to US$9 billion, with Naver funding the remainder. Nvidia's investment is conditional on Naver securing at least US$9 billion of committed financing separately.
The partnership advanced just days before the France trip. Brookfield Corporation chairman Bruce Flatt and Brookfield Korea CEO Park Jun-woo visited Naver's 1784 headquarters in Seongnam on Sept. 3 for follow-up talks with Naver chairman Lee Hae-jin and Choi, TheElec reported. Flatt said Brookfield would "go beyond simply serving as a capital investor and become a partner that provides practical support across the business, including efficient procurement of equipment and infrastructure, and customer acquisition." Brookfield, which manages more than US$1 trillion in assets, plans to stay involved in later phases.
Sovereign AI as the selling point
Naver's second argument to France is sovereignty. Choi cited the Bank of Korea's finance-specialized AI, BOKI, and "Hy-Nuri," a nuclear plant AI developed with Korea Hydro & Nuclear Power that is separated from external networks, as evidence Naver can build closed, trustworthy industry systems, Businesskorea reported.
On content, Naver signed a memorandum of understanding with France's National Audiovisual Institute to apply AI to its archives for content analysis and search. Choi also used the Lumière Summit in Saint-Paul-de-Vence on Sept. 7 to introduce the US$100 million IP Adaptation Fund created with Webtoon Entertainment, citing more than 70 original Naver Webtoon titles released in France and over 2 million readers there.
No binding European commitment has been announced.
