SiPh shifts optical module bottleneck upstream: from device manufacturing to laser-grade substrate supply

The market value of optical modules used in data centers is projected to grow from US$12.6 billion in 2025 to US$45.4 billion by 2030. Volume shipments of 1.6T modules are set to scale up starting in 2026, followed by initial revenue contributions from 3.2T modules in 2028. Silicon photonics (SiPh) serves as the core architecture underpinning this growth trajectory, with the majority of modules at 800G and above already transitioning to SiPh designs.
DIGITIMES notes that supply constraints in optical modules have historically been concentrated in upstream chips rather than assembly processes. While SiPh moves the modulation function from indium phosphide (InP) to silicon, InP itself remains indispensable. The light source still relies on InP lasers, which demand even higher substrate quality than legacy designs.
Because the volume ramp-up of 1.6T and 3.2T modules spans 2026 to 2028, while substrate capacity expansions will not yield results until 2028, the bottleneck has migrated further upstream within the InP supply chain. The primary constraint has shifted from device manufacturing capacity to substrate output, reducing overall supply elasticity during this window.
Shift to SiPh for 800G+ driven by supply elasticity
The core component of traditional optical architectures is the electro-absorption modulated laser (EML), which integrates light-emitting and modulation functions onto a single InP die. Because the two functional stages must meet tightly aligned wavelength specifications, overall yield is constrained by the combined yield of the two sections. As lane speeds increased to 200G, operating specification windows narrowed, causing early mass-production yields to plunge as low as 15%. Worldwide, only three to five suppliers had mass-production capabilities, and deploying a new line required five to seven years. Thus, supply bottlenecks stemmed primarily from the limited number of capable suppliers rather than assembly capacity.
SiPh relocates the modulation function to a silicon die produced via mature CMOS processes, enabling capacity scaling by leveraging existing foundry infrastructure. Conversely, expanding InP epitaxy requires dedicated, capital-intensive manufacturing lines built over multi-year cycles. Supply elasticity has therefore become the decisive factor in SiPh's growing adoption at 800G and above, allowing capacity to scale more readily alongside surging market demand.

InP demand persists as supply pressure shifts to substrates
Because silicon cannot emit light natively, SiPh modules still require external InP laser light sources, typically two to four units per module. Although these lasers feature simpler structural designs than EMLs, their continuous-wave (CW) operation and demanding power and reliability requirements place stringent demands on substrate quality. Consequently, while yield challenges at the device layer have eased, overall InP demand has not fallen; it has simply shifted toward laser-grade substrates with far more stringent material specifications.
The supply of laser-grade substrates remains highly concentrated. Over 90% of the global high-end InP substrate market is controlled by three vendors: Sumitomo Electric, AXT, and JX Advanced Metals. In 2026, the deficit between effective supply capacity and market demand remains severe. Given that capacity expansion cycles require two to three years, meaningful volume relief is unlikely before 2028. Currently, leading suppliers still ship 3-inch and 4-inch wafers as their primary product lines.
Industry efforts to find alternatives to InP light sources are advancing along multiple paths. The first is 1060nm vertical-cavity surface-emitting lasers (VCSELs). Utilizing gallium arsenide (GaAs) substrates, 1060nm VCSELs offer lower costs, support wafer-level testing prior to dicing, and feature thermal tolerance better suited for external light source (ELS) operating environments. However, no commercially viable 200G/lane mass-production solution currently exists.
Another alternative is comb lasers that generate multiple wavelengths from a single laser source, directly targeting a reduction in InP material usage. In practice, however, most current market solutions combine multiple single-wavelength lasers into a single package, failing to achieve a genuine reduction in InP consumption.
Neither alternative is expected to reach mass production and replace InP between 2026 and 2028.
DIGITIMES concludes that supply bottlenecks for optical modules have not vanished—they have merely shifted from the component level to the material level. Where shortages previously centered on vendors capable of mass-producing advanced lasers, constraints now center on the laser-grade substrates required for those vendors to qualify and manufacture their products. Because substrate expansion lead times will not compress due to accelerated demand, pricing power continues to concentrate further upstream. Whether supply conditions ease will ultimately depend on the commercial adoption pace of 6-inch InP substrates starting in 2027.
