OpenAI's 5% stake pitch pulls AI deeper into Washington

OpenAI has discussed giving the US government a 5% stake in the company, according to the Financial Times , as the AI developer seeks to ease political pressure over model risks and whether Americans should share in the industry's profits. Reuters said it could not independently verify the report.
A 5% holding would be worth roughly US$42.6 billion, based on OpenAI's US$852 billion post-money valuation following its record funding round in March.
A public stake in AI profits
Citing two people familiar with the talks, the FT said OpenAI CEO Sam Altman argued that giving the public a financial interest in the company is the best way for Americans to share in the upside of artificial intelligence. Altman raised the idea in early discussions with the Trump administration, proposing that Washington hold about 5% of each leading US AI developer through a government-backed vehicle.
Under that arrangement, other American AI companies, including Anthropic, Google, and Meta, would cede similar stakes through a structure resembling a sovereign wealth fund. It remains unclear whether any of those companies would agree to such a proposal.
Altman discussed the idea with US President Donald Trump, Commerce Secretary Howard Lutnick, and Treasury Secretary Scott Bessent, and has also spoken with Senator Bernie Sanders. The White House, OpenAI, Anthropic, Google, and Meta did not immediately respond to requests for comment from CNBC or Reuters.
The pitch follows more than a year of discussions about a possible government stake in OpenAI. In April, the company proposed a separate "public wealth fund" concept to hold assets tied to AI industry growth and distribute proceeds to citizens.
The structure has been compared with the Alaska Permanent Fund, a state-owned corporation funded by oil revenue that pays annual dividends to Alaska residents.
Model access becomes a security issue
The proposal comes as scrutiny of major AI developers intensifies over model misuse, cybersecurity vulnerabilities, and competition from Chinese open-source models that rival top US systems at lower cost, alongside broader questions about whether ordinary Americans will benefit financially from the technology's growth.
Anthropic offers a recent example of that scrutiny. The company disabled its advanced Fable and Mythos models last month after a Commerce Department order restricted access for foreign nationals over national security concerns.
On June 30, Anthropic said Commerce had lifted those export controls after the company implemented new safeguards, and it is now working with the government to widen access under its Glasswing program.
OpenAI has faced similar pressure, having delayed a full public launch of GPT-5.6 last week at the US government's request, limiting availability to a smaller group of vetted partners.
A new playbook for critical tech
The Trump administration has already taken equity positions in strategic industries, securing a 10% stake in Intel last August through a US$8.9 billion investment, along with investments tied to IBM, quantum computing, and critical minerals.
Trump said in May that he should have negotiated a larger Intel stake, and he has described government ownership in AI companies as a way to make Americans "partners" in the technology's growth.
Trump said last month he was weighing options to give the public a stake in leading AI firms. Proposals under discussion have included government board representation, industry-specific taxes, and equity exchanged for federal funding, while Anthropic has floated a "digital dividend" funded through AI sector taxes.
Taken together, the developments suggest US AI policy is expanding beyond chip export controls to encompass model access, national security oversight, government equity, and public participation in AI industry profits.
