Analysis: China moves against oversized EV batteries to address fiscal and supply-chain concerns

China's state media is increasingly framing large-capacity electric vehicle (EV) batteries as a policy issue, not just a market trend. The messaging points to two priorities: reducing fiscal strain from EV incentives and strengthening state control over strategic materials and pricing across the new-energy sector.

Post-subsidy policy shift
Behind the public discussion is a broader effort to move the electric vehicle market into a post-subsidy phase, while preparing the ground for a new tax framework. State media have suggested that the rapid rise in new-energy vehicle adoption has weakened fuel-tax revenue, which has long helped fund road maintenance and local infrastructure.
Monthly new-energy vehicle penetration had surpassed 60% by 2026, highlighting a structural shift away from fuel-powered cars. That trend, if sustained, would reduce a major source of income for local road-repair budgets and force policymakers to rethink how road use is paid for.
The article also describes intense competition in China's auto market, where manufacturers have pushed battery capacity upward to attract buyers. Once-premium 532 models — defined as vehicles 5 meters long, with a 3-meter wheelbase and 2-meter width — have become more common, with 31 launches in the first five months, nearly four times the number expected for all of 2025.
These heavier vehicles, often weighing more than 2,100 kilograms and sometimes close to 3 tons, are said to add wear to road infrastructure without contributing directly to maintenance costs. This has increased pressure on local finances and made a future mileage-, weight-, or charging-based EV tax more likely.
The framing also aligns with Beijing's wider anti-extravagance campaign, since heavy EV buyers often sit near the luxury end of the market. By preparing public opinion now, state media appear to be easing acceptance of a possible tax reset before road funding becomes more strained.
Inflation used to support industry consolidation
The same media campaign is also tied to the lithium battery supply chain, where rising material costs are being used to justify price increases and encourage consolidation. Geopolitical conflict and regional warfare have constrained upstream supply and pushed prices higher, creating an opening to reverse the intense price-cutting that has defined the sector.
China's new-energy industry has been marked by oversupply and aggressive internal competition, with companies in renewables, batteries, and EV applications competing on price and margins. Export growth has offered some relief, but it has also led to higher tariffs from Europe and the US, adding more pressure to the sector.
State media have highlighted a sharp rise in lithium carbonate prices, which have increased 180% in a little over six months. Because cathode materials make up more than 30% of LFP battery costs, the increase has lifted costs across the chain and prompted suppliers, including Contemporary Amperex Technology Ltd, or CATL, to raise prices collectively.
The price increases are affecting large-battery applications, including luxury and heavy EVs, while entry-level passenger cars are excluded. That split helps leading battery makers defend margins and operational stability, while weaker competitors face greater survival pressure because they cannot secure resources, absorb higher costs, or pass them on to customers.
As a result, the sector is moving toward a sharper shakeout, with strategic resources concentrating around top-tier firms. It's portrayed as part of a wider restructuring in which China's new-energy industry shifts from broad, disorderly expansion to tighter control over costs, supply chains, and market access.
This shift is also unfolding against a more difficult global backdrop. The US is imposing a broad blockade, and the European Commission is expanding taxes on new-energy vehicles. That combination is pushing Chinese suppliers away from simple price competition and toward longer-term contracts, greater supply-chain coordination, and stronger control over materials from upstream to downstream.
China's position remains large but uneven across the sector, with the country accounting for about 90% of the global solar market share, about 7% of lithium batteries, and about 6% of EVs. At the same time, non-China supply chains are expanding abroad, making the global clean-energy race more strategic and more contested than before.
