Chunghwa Telecom president Rong-shy Lin said the shift from conversational AI to autonomous AI agents is reshaping enterprise adoption, making data governance, access controls and accountability critical to deployment at scale.
From chatbots to autonomous agents
Speaking at the Economic Daily News 2026 Technology Forum, Lin said AI has evolved over the past two years from chatbots and copilots into agents capable of interpreting objectives, breaking down workflows, planning tasks and using tools within authorised limits. The transition allows AI to participate directly in business operations rather than merely provide recommendations.
This autonomy also changes the risks enterprises face. Beyond inaccurate AI-generated information, companies must address operational errors, data access, system permissions and responsibility for AI-driven actions. Lin stressed that innovation and governance must advance together to ensure efficiency, security and trust.
Networks built for redundancy
AI agent adoption across manufacturing, healthcare, transport, finance and public services is also increasing demand for reliable networks and computing infrastructure. Lin said enterprise deployments require rapid processing, flexible computing resource allocation and uninterrupted services.
Chunghwa Telecom's "Sea, Land, Sky and Space" strategy integrates submarine cables, terrestrial fixed and mobile networks, microwave links and satellite communications to provide network redundancy. Its infrastructure includes 20 submarine cables, satellite resources in geostationary, medium Earth and low Earth orbits, and communications facilities in more than 50 cities, covering 155 countries.
The operator is also deploying all-optical networks to connect distributed AI data centres (AIDCs), enabling the transmission and allocation of computing resources across facilities. Such connectivity can improve infrastructure flexibility and reduce service disruptions caused by problems at individual sites.
Chunghwa Telecom operates more than 20 data centres across Taiwan and continues investing in high-specification international facilities in the north, centre and south. Its compact modular AI data centre solution integrates server racks, power, cooling, environmental monitoring and access controls into prefabricated units, supporting customer facility planning and deployment.
Agents scaled with accountability
Chunghwa Telecom chief technology officer Hui-chi Yang said employees have developed more than 10,000 AI assistants, alongside over 250 enterprise-grade AI agents. Applications span document processing, network operations and maintenance planning, customer service and external industry deployments, including smart healthcare.
Lin said growing AI autonomy is shifting enterprise priorities from model size and capabilities towards accountability, operational risk and execution security. He emphasised that speed and trust must advance together, supported by clear rules on data usage, permissions and responsibility for outcomes to ensure safe integration and measurable business value.
