China's Shenzhen Kaifa plans CNY1.85 billion expansion for high-end memory packaging and testing

Chinese electronics manufacturer Shenzhen Kaifa Technology, also known as Shenzhen Kaifa or Kaifa, plans to invest CNY1.85 billion (about US$260 million) to expand high-end memory-chip packaging and testing capacity through its wholly owned subsidiary Payton Technology (Shenzhen), according to a company announcement.
The investment is aimed at capturing advanced-packaging opportunities tied to rapid AI-industry growth, meeting demand from strategic customers and easing existing capacity constraints, the company said. The board approved the plan on September 9.
The project will be split into two parts.
Around CNY1.22 billion will be used to establish a new wholly owned subsidiary and build a new factory in Shenzhen's Bao'an district. Once completed, the facility is expected to support a monthly capacity of 90,000 wafers for conventional packaging and testing and 10,000 wafers for 2.5D advanced packaging.
A further CNY630 million will go toward a dedicated 2.5D/3DS advanced-packaging R&D line, including roughly 2,600 square meters of renovated space and about 52 sets of additional process equipment. Once fully ramped, the R&D line is expected to add monthly capacity of 100 wafers each for 2.5D and 3DS packaging.
Local financial media, including Securities Times , Cailian Press and Sina Finance , highlighted the investment as one of Kaifa's latest moves to expand its footprint in high-end memory packaging amid rising AI-related demand.
Expansion builds on earlier memory-packaging investment
Payton Technology's main business covers packaging and testing services for high-end DRAM and NAND Flash products, according to the filing.
The latest plan follows an earlier capacity expansion disclosed in May, when Kaifa announced a separate CNY1.47 billion investment involving Payton Technology and Hefei Payton Storage Technology. That project targeted additional high-end memory packaging and testing capacity, including purchases of high-end chip testers and precision wafer-grinding equipment.
Taken together, the two investments illustrate Kaifa's growing exposure to back-end semiconductor manufacturing at a time when AI servers and high-performance computing are driving stronger demand for advanced memory packaging and heterogeneous integration.
The company has not disclosed customer names for the latest project. Its filing only states that the expansion is intended to satisfy "strategic customer" demand and overcome bottlenecks in advanced-packaging technologies and existing capacity.
New Shenzhen facility targeted for 2028
The new factory is scheduled for completion in December 2028. Of its CNY1.22 billion budget, approximately CNY530 million will go toward construction, CNY260 million toward interior fit-out, CNY160 million toward utility infrastructure, and CNY75 million toward land acquisition.
Funding for the factory will come from a combination of internal resources and borrowing, with 52.5% self-funded and 47.5% financed through loans or bank credit. The company estimates a pre-tax investment payback period of 12.01 years.
The CNY630 million advanced-packaging R&D line is also scheduled for completion by December 2028 and will be financed entirely with internal funds. Kaifa described the line as a strategic investment intended primarily to strengthen technological capabilities rather than generate direct economic returns.
Kaifa cautioned that the project faces risks including possible delays, changes in macroeconomic or industry conditions and cyclical weakness in memory markets. A downturn could reduce equipment utilization while increasing depreciation pressure, potentially extending the investment payback period.
The expansion nevertheless marks a substantial addition to Kaifa's high-end memory packaging roadmap, with the company explicitly linking the move to rising AI-related advanced-packaging demand and the need to strengthen its position in the semiconductor back-end market.
