Samsung Electro-Mechanics' glass-substrate rollout slows as TSMC evaluation drags on

Samsung Electro-Mechanics (Semco) is facing a slower glass-substrate rollout as a reliability evaluation of through-glass via (TGV) modules submitted to TSMC takes longer than expected, pushing back related equipment orders and adding pressure to a commercialization schedule that had already shifted into 2028.
Dealsite reported that Semco submitted TGV module samples to TSMC roughly two to three months ago for reliability evaluation, but the assessment schedule has slipped by more than a month. Some suppliers involved in the program have also reportedly been asked to delay equipment-order timing.
The samples were submitted to evaluate whether Semco's glass-substrate technology could be applied reliably in advanced packaging processes. TSMC operates advanced packaging businesses including chip-on-wafer-on-substrate, or CoWoS, making the evaluation relevant to potential use in high-end semiconductor packages.
The longer evaluation does not indicate that TSMC rejected the samples or identified a specific technical failure. Rather, the testing process is taking longer than originally expected as reliability verification and process stabilization continue.
The impact is beginning to extend beyond Semco itself. Equipment and materials suppliers working with the company on TGV formation, glass processing, plating, and inspection could see development, ordering, and delivery schedules shift as the glass-substrate process flow remains under refinement.
Timeline already moved into 2028
Semco had previously been preparing pilot lines and customer evaluations with glass-substrate mass production around 2027 in mind.
Its GlaSSEM joint venture schedule has already been moved back. ZDNet Korea reported that Semco said in early July that GlaSSEM would target full-scale operations from the second half of 2027. Roughly four weeks later, during its second-quarter earnings call, the company revised that target to 2028.
The distinction matters. The company's broader glass-substrate program includes pilot production, customer evaluation and process qualification, while the 2028 target refers specifically to the planned start of full-scale operations at GlaSSEM.
Glass-core substrates are attracting interest as semiconductor packages become larger and more highly integrated. Compared with conventional organic substrate materials, glass offers lower thermal expansion and better flatness, characteristics that can support larger package sizes and finer interconnect structures.
Turning those advantages into stable commercial production, however, requires manufacturers to resolve process and reliability challenges across multiple stages.
Industry participants cited by Dealsite said the domestic glass-substrate investment schedule is being held back partly because manufacturing processes have not yet been fully finalized. Equipment suppliers depend on Semco to determine the process direction before they can finalize their own development and delivery plans.
The slower progress is not unique to Semco. Glass-substrate developers across the industry continue to spend significant time on customer qualification, yield improvement, and process refinement before moving into broader production.
GlaSSEM highlights long-term commitment
Despite the slower schedule, Semco has made a substantial financial commitment to the technology through GlaSSEM.
In a July 2 regulatory disclosure, Semco said it would acquire a 66.2% stake in GlaSSEM for KRW319.1 billion (approx. US$240 million), including KRW239.1 billion in cash and KRW80 billion in in-kind investment.
The joint venture has a capital stock of KRW482.1 billion and is being established with Dongwoo Fine-Chem, a subsidiary of Japan's Sumitomo Chemical. Its main business is glass-core manufacturing and sales.
Semco said the purpose of the investment is to establish the joint venture and secure a leading position in the glass-substrate market.
The venture is designed to combine Semco's semiconductor-substrate design and manufacturing capabilities with Sumitomo Chemical Group's materials technology and Dongwoo Fine-Chem's production infrastructure and operating know-how.
Its headquarters and production base are planned for Dongwoo Fine-Chem's Pyeongtaek site in South Korea.
The KRW319.1 billion figure represents Semco's acquisition cost for its GlaSSEM stake, rather than total capital expenditure for the company's overall glass-substrate program.
2028 remains an early commercialization window
The revised schedule is broadly consistent with industry expectations that glass-core substrates will still be at an early commercialization stage in 2028.
SEMI and Global Net said in a May 2026 market report that initial glass-core substrate production could begin around 2028 in selected high-performance applications, while emphasizing that barriers to broader commercialization remain.
The report identifies glass-core substrates as a potential next-generation packaging technology capable of supporting larger package sizes, finer interconnects, and improved dimensional stability as advanced packaging requirements increase.
Based on the average of its positive, base and negative market-development scenarios, the report projects a 67.2% compound annual growth rate from 2028 to 2040.
That outlook, however, does not imply that 2028 marks broad industry adoption. Rather, it represents an initial production window for selected applications, with commercialization expected to expand gradually as technologies and manufacturing processes mature.
For Semco, the latest TSMC evaluation delay therefore adds another layer of execution risk to a timeline that was already moving toward 2028.
The near-term issue is less whether glass substrates remain strategically attractive than how quickly reliability testing, process stabilization, and customer qualification can be completed. For equipment and materials suppliers tied to Semco's program, that pace will determine when orders and commercial opportunities begin to materialize.
