Arm unveiled its second-generation mobile Compute Subsystem (CSS), Arm CSS for Mobile 2, at its annual Arm Everywhere China event in Shanghai on September 8, further integrating AI computing capabilities across the CPU, GPU, and system interconnect while strengthening its presence in the Chinese market.
CSS for Mobile 2 is Arm's latest mobile computing platform designed for AI agents and AI-native graphics. Its core components include the C2 CPU cluster, Mali G2-Ultra NX GPU, and a new generation of system IP.
According to reports from Chinese media outlets ITHome and Phoenix New Media at the event, one of the key highlights is the C2 CPU cluster, which includes two Scalable Matrix Extension 2 (SME2) units.
Chinese chip and semiconductor industry media outlet ChipsThings (literal translation), operated by Beijing Zhiyi Technology, reported that C2-Ultra delivers up to 15% higher single-thread performance than C1-Ultra, while the C2 cluster delivers 12% higher multi-thread performance. C2-Ultra can also deliver up to 1.7 times the AI performance of C1-Ultra, while the cluster's doubled SME2 capability can provide up to a 70% speedup on the latest small language models.
Arm said at the event that the C2 CPU cluster primarily handles AI-agent orchestration, context processing, and workload scheduling, allowing smartphones to perform tasks such as speech recognition, information retrieval, and small language model inference more quickly on-device.
The development also highlights how competition in mobile AI chips is shifting beyond simply increasing NPU computing power toward system-level coordination among CPUs, GPUs, NPUs, and memory.
Mali G2-Ultra NX brings neural acceleration to mobile graphics
On the GPU side, Arm introduced its first AI-native Mali GPU, the G2-Ultra NX, which integrates dedicated neural-network accelerators directly into the GPU and features a third-generation ray-tracing unit.
The GPU supports Neural Super Sampling, Neural Frame Rate Upscaling, and Neural Super Sampling and Denoising. Arm said the design can improve image quality while reducing loads on both the GPU and memory.
Adoption among Chinese customers is already taking shape. Arm said Xiaomi's latest flagship Xring O3 SoC has incorporated a 16-core Mali G2-Ultra NX GPU, indicating that Chinese mobile chip developers are beginning to deploy Arm's latest GPU IP in high-end AI smartphones.
Arm extends China push from smartphones to data centers
Beyond smartphones, Arm also introduced its Neoverse CSS N4 cloud and data center compute subsystem in China. A single die can be configured with up to 128 cores and supports LPDDR6 memory and PCIe Gen 7 connectivity.
Guangdong Hongjun Microelectronics, also known as HJ-Micro, plans to introduce a server CPU based on N4, while Lenovo is developing systems around the Arm AGI CPU and ByteDance's Volcano Engine is bringing the first agentic sandboxes powered by the platform to market.
By advancing CSS for Mobile 2 and Neoverse CSS N4 simultaneously in China, Arm is extending its platform strategy from smartphones to data centers as it deepens cooperation across China's AI ecosystem. Chinese chip developers are also emerging as an important market for the deployment of Arm's next-generation CPU and GPU IP.
