美国商务部正式签署7.75亿美元CHIPS量子计算补贴,格芯领3.75亿、Rigetti/D-Wave/PsiQuantum/Quantinuum各1亿并附政府股权

Washington has converted the largest federal bet yet on quantum computing from a promise into a contract, and it is taking ownership in return. On Sept. 8, the US Department of Commerce announced the signing of final awards with five companies under the CHIPS and Science Act: up to US$375 million for GlobalFoundries and up to US$100 million each for Rigetti, D-Wave, PsiQuantum, and Quantinuum, according to five separate announcements posted by the National Institute of Standards and Technology. Together, the five deals commit US$775 million, and each carries a minority, non-controlling government equity stake as a condition of the money.

The signings turn May's letters of intent into binding documents. In May, Commerce announced nine letters of intent worth US$2.013 billion, covering two domestic quantum foundry companies and seven quantum computing companies. IBM remains the largest single beneficiary of that package, with US$1 billion earmarked for a purpose-built quantum foundry in Albany, New York; its award was not among the five finalized this week.
A foundry-first structure
The award scale signals where Commerce believes the bottleneck sits. GlobalFoundries' US$375 million is the largest of the five and is directed at manufacturing infrastructure rather than at a machine: the NIST announcement says it funds the establishment of a secure, domestic quantum foundry serving multiple quantum architectures and modalities, plus differentiated capabilities in cryogenic CMOS process design kits, advanced packaging, and heterogeneous integration.
GlobalFoundries said the money flows over a five-year period tied to the achievement of specified milestones and will accelerate its Quantum Technology Solutions business, according to the company's release carried by HPCwire. "This is another important milestone for Quantum Technology Solutions and our efforts to build a scalable domestic quantum manufacturing ecosystem," said Nicholas Sergeant, vice president and general manager of Quantum Technology Solutions at GlobalFoundries. When the letters of intent were signed, GlobalFoundries said a separate agreement would give the department a 1% equity stake in the company, Manufacturing Dive reported.
One award per modality
The four US$100 million awards are spread deliberately across competing qubit technologies rather than concentrated on a favored one. Rigetti's covers superconducting work on readout electronics, cryostat architectures, and fabrication for high-connectivity chip architectures; D-Wave's covers process technologies for both annealing and gate-model superconducting systems, including qubit counts, error rates, and coherence via dielectric material optimization, interface control, and high-density advanced packaging. PsiQuantum's targets photonic challenges — electro-optic materials, high-temperature single-photon detectors, and ultra-low-loss photonic packaging — while Quantinuum's funds low-loss integrated photonics, cryogenic semiconductors, and optical components at trapped-ion wavelengths.
The recipients described concrete targets. D-Wave said it will develop a 100,000-qubit annealing system and a 10,000-qubit gate-model system capable of 100 logical qubits performing more than one million operations, Quartz reported. Quantinuum, which said it was the only trapped-ion company in the program, will work with GlobalFoundries on 12-inch wafer fabrication of next-generation ion traps and with Monarch Quantum on lasers and optical components. "This award is a validation of Quantinuum's leadership in trapped-ion quantum computing," said Rajeeb Hazra, president and CEO of Quantinuum, in a statement quoted by Quartz. Rigetti CEO Subodh Kulkarni framed it more plainly on the company's second-quarter 2026 call: "The overall goal of this US$100 million is to accelerate our roadmap," 24/7 Wall St. reported.
Validation, with dilution attached
Markets rewarded the two listed pure-plays only modestly. Quartz put Rigetti up 7.4% at US$16.33 and D-Wave up 5.4% at US$17.48 in premarket trading; 24/7 Wall St. logged early-session gains of 6% to US$16.13 and 5% to US$17.46. Both remain deep in the red for the year — Rigetti down 26% and D-Wave down 33% — and 24/7 Wall St. noted the Defiance Quantum ETF barely moved, arguing the equity condition attaches dilution to the validation. Both companies ended the second quarter with sizable cushions, roughly US$541 million at Rigetti and about US$546 million at D-Wave.
Commerce has framed the spending in security terms. "Quantum computing has significant implications for national defense, advanced materials and biopharmaceutical discovery, financial modeling, and energy systems," the department said in May. "A strong domestic quantum ecosystem is essential for US national security, technological resilience, and long-term strategic leadership."
