Taiwan eases investment rules for AI center infrastructure projects

Taiwan's government has limited budgets to build the AI computing infrastructure the country needs, and infrastructure that a government runs itself cannot easily turn a profit. To get around that constraint, the Ministry of Digital Affairs (MODA) introduced the AI computing center BOO (build-operate-own) public-private partnership project in April 2026, aiming to let private companies build and operate the infrastructure while tax incentives make the investment attractive to them.
First movers sign on for AI computing center deals
That policy is now moving from framework to contracts. The Ministry of Digital Affairs (MODA) said the first round of applications for its "Invitation for Private Participation in the BOO Project for AI Computing Power Centers" drew three bidders, with Foxconn (Hon Hai) and Gigabyte Technologies having already cleared qualification review and completed public hearings. The two companies are expected to sign BOO (build-operate-own) contracts with the ministry by the end of 2026, with investment reaching NT$43 billion (US$1.36 billion).
Second round opens as Taipei courts insurer capital
Given the large number of potential applicants who had missed the first-round deadline, the government opened a second round of applications in August. To keep electricity shortages from constraining the buildout of AI computing centers and to encourage insurers to invest, the government said it is relaxing rules so that a 1.28% RBC risk factor will apply to insurers' investments in such projects.
Building a broader AI computing backbone
According to the policy outline released by the MODA, the government plans to promote AI smart city public services, using AI and smart technologies to develop human-centered future cities. The ministry also plans to operate an AI computing pool for public infrastructure to lower the entry threshold for IT service providers that train AI models and run inference applications.
To accelerate the rollout of Taiwan's digital innovation services and to deepen and broaden their applications, the ministry will work across agencies to develop AI models and technologies for a diverse industrial ecosystem.
Why private capital, not govt budgets
As outlined above, the BOO model rests on the idea that privately invested AI computing operations could generate significant revenue, and government tax incentives would strongly motivate private-sector participation. As long as profits are attainable, a company operating a computing center in Taiwan could purchase 10,000 GPUs a year without difficulty.
The MODA succeeded in convincing the Ministry of Finance (MOF) that AI computing centers have the attributes of public infrastructure eligible for tax incentives.
Tax perks come with strings attached
Because companies in the AI computing center BOO project can enjoy major tax benefits unavailable to other investment projects, the MODA must conduct contract performance management and inspections after signing the contracts. That includes reviewing the feasibility of the company's future operating funding sources and performance management mechanism, as well as unified oversight of public computing resources, computing allocation and usage, and related information security management.
Part of a wider deregulation push
Officials said the AI computing center BOO project is a successful example of private participation in national development and a new source of economic growth. Under the cross-ministerial "Trillion NT Dollar Investment National Development Plan," 64 regulatory barriers have been relaxed so far to optimize financing conditions for private capital participating in national development, through three main strategies: expanding project opportunities, increasing incentives, and adding flexibility.
As of the end of August, 84 public infrastructure projects involving private participation had been signed, with investment totaling about NT$115.3 billion.
New energy rules add a wrinkle
The National Development Council (NDC) said in a news release that amendments to certain provisions of the Energy Administration Act cleared the third reading by the Legislative Yuan in August 2026. The revisions add a requirement for newly built or expanded major energy users to install self-use power generation or energy storage equipment, which could affect future overall planning for AI computing centers.
In line with the direction of the revisions, the Ministry of Economic Affairs (MOEA), the MODA, and other relevant agencies will study how private companies' investment in energy infrastructure linked to AI computing centers can proceed smoothly.
