[01:30] M and a woman which never happened before that there were two persons I am curious, though, I mean, some of the members of that permanent Security Council are also some.
[01:30] The biggest ones that are inrrs to the unit nations, you've had to cut the budget, you've had to adjust the unit states is at least several billion behind.
[01:30] Last time i check had not made its payments for the year, is there a sense here that this is a permanent cycle where we are going to see.
[01:30] Nations either not pay what they are obligated to or to delay those payments we are in a very critical.
[01:30] And this is why the current Secretary General, Antonio Gutche, has rang the alarm bell that we will face a liquidity crisis again.
[01:30] My philosophy is in every crisis is a chance, because when we faced this situation that we could not pay for peacekeepinged.
[01:30] All anymore, beginning of July, member states came together, I invited all of them and said, we have to change our financial rules, for example.
[01:30] We had this very, frankly speaking ridiculous rule that you have to pay back money, which was never collected in the first place if you did not spend it.
[01:31] So if the U didn't pay, obviously the U the UN could not spend it, and we changed this rule so we see at the moment that.
[01:31] The pressure, the vast majority of member states understands that U N, it's the life insurance for most of the countries in the.
[01:31] World and under pressure, we can reform, but this will be the key new task for the next Secretary of general to drive forward.
[01:31] Award this reform, but also make clear to member states, especially the big P5. if you do not pay, you could even lose your voting right.
[01:31] The general assembly but some of the reform measures that have been on place right now have I don't know, either intentionally or unintentionally been conflated with austeity.
[01:31] Is this an austerity move by your part and the parts of the other leaders or is this sort of a temporary pool?
[01:31] Back adjusting the finances until you get the other countries to pay up and pay on time.
[01:32] And taking up the responsibility by those who believe that we need the United Nations. And I always say,, single day.
[01:32] The world to be better off without this United Nations besides all the shortcomings, because we just spoke, you came here by plane.
[01:32] You would not enter a plane if there would not be the UN because it's also responsible for safety and aviation.
[01:32] Be possible to fly around the world if it would not be the World Health Organization, having fought with member states on fighting co.
[01:32] ToSo at is a moment where, as you said, there are certain actors who would really like.
[01:32] To destroy this organization, it's a self interest that we reform it because it was built 80 years ago and some of the mechanisms.
[01:32] Obviously do not work like 1947, so we have to change this, for example, the issue how many resolutions do we have.
[01:32] We have more than 40 mandates yearly in the Un. We have 27 meetings. So this part of the reform, which I'm driving.
[01:33] together with a secretary of general, this is what we need to protect the United Nations. On the other hand, we should not allow cynics.
[01:33] To weaponize this unique reform, which we need to destroy the house from inside out, and this is why for me in.
[01:33] Reform, it's so important to make clear that the end was founded always on three pillars, peace and security, sustainable development.
[01:33] Human rights, and to those who argue no, we should do less onsustainable development because this would be saving money.
[01:33] I would always say, well, this is not the foundation of the United Nations because the found is new after the Second World War without sustainability.
[01:33] Develop will just enter the next war and crisis Madam president really appreciate you being here. we have to leave it there. Thank you very much thanks a.

[01:37] As an advocacy group for those companies to really focus on structured reform.
[01:37] To allow a company to tell their story the most efficient way possible and reward them for.

[01:42] Washington, this is balance of power where of course we follow the balance of power here in the U.S. but around the world as well in the balance of power is changing in the UK.
[01:42] At least those in power are changing it's still the same labor party at the top of theuk government, but now a new prime minister and andy burnham, a new chancellor of the ex checkequer.
[01:42] John healley, which was announced earlier this hour and now a new foreign secretary has just been nameded millliband, joe will be serving in that.
[01:42] in this new cabinet and of course, he will be charged with liising with the likes of marco rubio, one would imagine, but European governments.
[01:42] Well as we just had headlines crossing that the new Prime Minister, Andy Burnham also has spoken with the EU Commission, President Ursula La Vnder Lyon.
[01:42] Afterno and has invited theukkrainian president Vladimir Zeellinsky to theuk at the earliest opportunity president trump today.
[01:43] well invited him to Manchester, we'll see if that happens and if so, which jet the president is going to be taking as the gifted 747.
[01:43] Cutter goes in for enhancements, as he now maxed out and we'll see if they can get that done in the better part of a month with more.
[01:43] Air defenseefs to be added to the new jet. We've got our eyes on Capitol Hill here at home, course, Kayle with only.
[01:43] F legislativegi days until the augt recess and a boatload of work to do beginning with reconciliation 3.0.
[01:43] We start our conversation with Megan Sully before we hear from Congressman Mike Fld, he's going to be in our studio in just a moment Megan leads our capitalitol.
[01:43] Ffluence team here at bloomberg in washing I don't know, megan, I mean, I could read the list nndaA a cr the speaker has.
[01:43] Ready to roll here to avoid a government shut down the supplemental by way of reconciliation, House rules committee is going to get under.
[01:44] 5Will that lead to anything actually getting passed before everyone goes away's going to be a busy.
[01:44] Certainly in the house and you they are motivated to get a lot of this done before leaving for five or six weeks.
[01:44] For the August recess, which is basically sort of a crucial final sprint before the midterm elections in November.
[01:44] You know, I think of all the things that are likely to get done, there does seem to be bipartisan consensus around a continuing.
[01:44] Resolution, one of these stopg spending measures that would essentially avert a government shutdown when the fiscal year ends on Septemberember 30th.
[01:44] And keep the government open until about a month after the midterm elections, no party benefits from having a shutdown right before.
[01:44] An election so there does seem to be consensus there there are other areas though, that are going to be trickier the defense authorization.
[01:44] BillOf course, that usually gets bipartisan support, but due to efforts to attach voter.
[01:45] dentification legislation to that that is becoming certainly a flashpoint so now republican leaders are trying to.
[01:45] Attract fiscal conservatives and other hardliners within the GOP to support that bill by attack.
[01:45] Exneous measures assuming that democrats will vote and mass against it there are other issues, including a stock.
[01:45] Trading ban that is now being that used to be a bipartisan effort and is now a it appears that it's mostly a.
[01:45] or perhaps a republican only measure due once again to efforts to attach voter id legislation to that as well.
[01:45] Concerns among Democratscrats that the new legislation does not have enough teeth for actual enforcement.
[01:45] Well, and on this voter idea, Megan, we did hear from president trump about this on true social today, he thanked a number of members of the house.
[01:46] Including the speaker for launching an effort to get as much of the save america act as possible in a budget bill he goes on to mention different.
[01:46] Vter photo id proof of citizenship and hopefully he says and this is a quote, no corrupt mail in ballots how much of that.
[01:46] Is actually possible inside of budget reconciliation well, it's not really at least within the senate where.
[01:46] The parliamentarian has to rule whether something comports with very strict budget guidelines that.
[01:46] Allow this chamber to pass it without being at risk of a filibuster, so essentially pass it.
[01:46] By by a simple majority by 50, 51 votes, so the savemer act as it's written.
[01:46] It does not it would not likely comport with these budgetary rules because it is not budgetary in nature.
[01:46] Now the reconciliation at 3.0 as we're calling it, it does have some grant programs in there for voter.
[01:47] ID efforts, so that would presumably kind of make the cut for the rules.
[01:47] of course, this is up to the parliamentarian, but the overall bill is a policy bill and not a budget bill.
[01:47] So and it's unlikely that it would make it and it certainly would not get 60 boats, which would be needed to overcome a filibuster.
[01:47] All right, bloomloomberg's Megan Sley, who leads our capital influence team here in washing, thank you so much and I'm pleased to say joining us now.
[01:47] In our washing dc studios replic congressman mike floodd of nebraska who chairs the republican Main street caucus, congressman, welcome back to bloomberg tea.
[01:47] And radio it's nice to see you in person thank you very much megan was right on top of all her reports there I can leave now right she outlined that you.
[01:47] have a very busy week as does the rest of your colleagues in the chamber you going to get all of this done in four days it is a very big week and it's a very important week.
[01:48] Because as you note, we are back in our districts for recess, I have a town hall next week, we've got things planned, and so if we can pull this way.
[01:48] It will be a major victory for house Republicansuban and our speaker what's number one for you is it getting this reconciliation bill off the launch?
[01:48] And finding a home for save AmericaicaWell I think I have two shared number one priorities, one would be passing a continuing resolution tonight.
[01:48] The House of Representatives planning to fund the government before the election because a shutdown is not in America's interest, and then number two would be the reconciliation.
[01:48] .My guess is it'll be hard to get that much further down the street on NndaAA because there's a lot of other provisions that work.
[01:48] You get a see our tonight though that's entirely possible I mean I'm hopeful we have the votes that would be a big story.
[01:48] Obviously, $95 billion of dollars in spending, no offsets for this, and you mentioned that you had a town hall earlier this month.
[01:48] And you'll have one coming up next week at that town hall, you were asked by an attendee, whyhy do you support Trump when he adds to the debt?
[01:49] This would add to the debt right why not include pay force Well first of all, most of this money is to replace our munitions it's in our national.
[01:49] Security given our military operations in Venezuela and the Middle East, and second, if we were to go the route of a regular supplement.
[01:49] With 60 votes in the Senate, we would be doing a deal with the Democrats somewhere north of $400 billion.
[01:49] Aute of it. And so this does what we have to do and that it replenishes our munitions. There's aid to agriculture.
[01:49] SaveA and then there's a couple other minor things, but ultimately I think there's a debt ceiling discussion happening, but ultimately.
[01:49] again, welcome back, ultimately all of this comes together and I think this is a lot less expensive.
[01:49] thanhan it would have been, and by the way, last year, we cut $2 trillion out of federal spending for the first time in like decades.
[01:50] Secretary and the chairman of the Jo Chiefs will be on the Hill tomorrow testifying about the budget request for the Pentagon it's not just the supplemental.
[01:50] Even still calling that anymore, but when you talk about the need to replace munitions, the President says we need a trillion and a half dollars, not only to fund operations.
[01:50] But to replace everything that has been fired, not just in this conflict, but in Ukraine, of course, in helping to protect Israel.
[01:50] How difficult will it be for the secretary and the chairman to make that argument?
[01:50] I think that this number will land somewhere near 1.5 trillion when you put these bills together, no no, I do not what's realistic.
[01:50] I think a realistic target for what we need military wise, what we need, what we want, what we need are two different things, right would be like 300.
[01:50] 50 billion, but you know, the White House and the House leadership, they've decided to embark on this pass with reconciliation, I think they've got 67.
[01:50] A billion dollars in there for the armed forces, 11 billion for agriculture, that is really the first step of many.
[01:51] And plus after November,, we're going to find out what the next step is, there's even talk and this is remote of a reconciliation 4.0.
[01:51] I don't know how possible that is given the financial year and everything, but there is a conversation about it, I guess got across.
[01:51] The first bridge you get to first, you mentioned the aid to farmers, we've seen a few rounds of aid that has to go to the agricultural.
[01:51] Is that to you, congressman, a failure of the president's tariff policies, is that this is now required you need to subsidizemer?
[01:51] Mexico wasn't buying our white corn under Joe Biden, we were entering a kind of a dark era in under the Joe Biden terms.
[01:51] Commodity prices aren't where they need to be, certainly fertilizer is one of the inputs that's driving a lot of the stress.
[01:51] eggSo the 11 billion is helpful, I think, ultimately, jam and Greer are getting more markets for our soybeans.
[01:52] our corns, our grain, all of that is in our interest and I hope we're close to something more with China the analysis from.
[01:52] Bloomberg In on that farm money is that a lot of it, if not, all of it will be used by farmers to pay off debt.
[01:52] In instance, you might not be buying John Deer right now because you have to manage your own finances. Does that mean that there'll need to be another term?
[01:52] And here there'll be another tranche of money for farmers down the road. Well I think it's maybe anacate to say just for debt.
[01:52] You're 62 years old and you've got equity, you're in a much different spot than a 43 year old farmer with a lot of debt.
[01:52] 43 old farmer is managing operational debt probably be going to go through a renewal cycle here in the next three or four.
[01:52] No maybe the next six months, all of that will come around and hopefully we see know uptick in soybeans, we have been watching those prices very closely.
[01:52] Well, and you mentioned fertilizer prices, of course, that has become perhaps more acute due to the closure of the Strai of Huz and difficulty getting vital ingredients to fertilize.
[01:53] Out of the waterway, it's still an active conflict zone as we speak, and of course we had three more American service members die over the weekend.
[01:53] How much more difficult does that make your job in talking to your constituents and trying to explain why it is that these individuals lost their lives?
[01:53] We still find ourselves mired in the Middle East when the president initially said this would just be a matter of a few weeks Well, remember, we're talking about a regime that has vowed death.
[01:53] To America, I've said if I' said it once, I've said it 10 times if they get their hands on a nuclear weapon, if they get their hands on a dirty bomb, they would not.
[01:53] Hesitate to use it on US soil. They have proven that they are martyrs, essentially, the people that stepped in after the leave.
[01:53] E this year was eliminated a new round stepped in. So I think President Trump has to deal.
[01:53] Using force to people that have been using force in us, I still think the president's position and.
[01:54] Great majority of us in Congress want to find a solution that's long term. We've been close a couple of times. It's a very complex region.
[01:54] That's the President's focus we spent some time reviewing your town hall of July 7th, which is why Kaylee mentioned one of the questions.
[01:54] You were asked, you're not the only one, but you are part of a smaller maybe shrinking circle of lawmakers that continues to hold.
[01:54] Down hall meetings have face to face conversations at times, difficult ones. And we salute you for that. Thank I'm wondering if you plan to do.
[01:54] renAnd why isn't everyone acted like Mike flood Well I do three a year I'm going to have one coming up next week inlincoln, which is the biggest city.
