韩国启动2.4万亿韩元国家AI计算中心建设，三星SDS数据中心将先行开放部分算力

The government has launched construction of the "National AI Computing Center," a core piece of infrastructure in its AI Highway strategy. Ahead of the center's completion in 2028, the government plans to provide some AI computing resources first through a Samsung SDS data center starting next year, easing the shortage of graphics processing units (GPUs) for industry, academia and research institutions at an early stage.
The Ministry of Science and ICT (MSIT) and the Korea AI Computing Center (KOACC) held a groundbreaking ceremony on the 3rd at the construction site of the National AI Computing Center within the Solaseado Enterprise City in Haenam County, South Jeolla Province. The center's construction and operation will be handled by KOACC, established as a public-private joint venture with investment from a Samsung SDS consortium, the Financial Services Commission's National Growth Fund and MSIT.
Built with a total investment of 2.4 trillion won, the National AI Computing Center will have a gross floor area of 16,978 square meters and stand two stories above ground. It plans to build AI computing infrastructure with 15,000 GPUs by 2028 and expand this to 50,000 GPUs by 2030. It will serve as a national AI computing hub supporting the training and research of hyperscale AI models.
In particular, some AI computing resources from the Samsung SDS data center will be opened first starting in 2027, before the center is completed. The aim is to respond proactively to the urgent AI computing demand from industry, academia and research institutions.
To secure the electricity and water needed to operate the center, KOACC is preparing infrastructure by applying to Korea Electric Power Corporation (KEPCO) for electricity use and carrying out construction of water intake pipelines. Alongside the new building construction, facility work to house high-performance AI servers will proceed in parallel, with plans to complete the center by 2028.
The National AI Computing Center will support industry, academia and research institutions in using world-class AI computing resources at reasonable prices, and will also respond to the government's demand for AI innovation. A research and development (R&D) zone will be created within the center to provide a verification environment needed for the design and prototype development of domestic AI chips. Products with verified performance will be linked to actual commercial services to support the vitalization of the domestic AI ecosystem.
MSIT Minister Bae Kyung-hoon said, "The government and private sector will join forces to pursue both securing advanced GPUs and vitalizing domestic AI chips, securing AI full-stack competitiveness and leaping forward as an Asian AI infrastructure hub." He added, "We hope the Haenam Solaseado Data Center Park will grow into a core base of the AI Highway and become a balanced development model where the region and the nation grow together."
