Concerns are mounting among domestic automakers such as Hyundai Motor (005380.KS) and Kia (000270.KS) as electric vehicles were left out of the "domestic production tax credit," which reduces taxes based on domestic production and sales volume. Domestic companies have called for government tax support, warning that low-priced Chinese competition could intensify.
According to the Korea Automobile & Mobility Association (KAMA) on the 4th, 34 percent (74,728 units) of the 220,177 electric vehicles newly registered in Korea were Chinese-made. The share of Chinese-made electric vehicles was only 4.7 percent as recently as 2022, but it has grown rapidly to surpass the 30 percent level in just four years. This contrasts with the share of domestically made electric vehicles, which fell from 75 percent to 57.2 percent over the same period.
The prevailing view in the industry is that the share of Chinese-made electric vehicles will continue to grow, further narrowing the position of domestic companies. Chinese-made electric vehicles have secured price competitiveness through direct subsidies from the Chinese government, along with low labor costs and cheap industrial electricity rates. In response, domestic automakers had strongly demanded that electric vehicles be included among the production tax credit recipients, but they were ultimately excluded from the support.
Within the government, voices reportedly emerged that the need for support is less pressing given the significant increase in domestic electric vehicle sales this year. However, in the industry, some say the demand increased temporarily due to the impact of high oil prices stemming from the U.S.-Iran war.
"Government support is needed to overcome the gap in price competitiveness with China," an industry official said. The Korea Automobile & Mobility Association plans to work to ensure that electric vehicles can be included among the production tax credit recipients during the National Assembly's discussion of the tax law amendment.
