TOKYO/OSAKA -- NTT Data Group is in the final stages of talks to build a data center in western Japan for U.S. AI company Anthropic, multiple sources have told Nikkei.
The facility in Osaka prefecture would have one of the largest processing capacities in Japan, with construction costs potentially reaching 1 trillion yen ($6.3 billion).
The project would establish the first dedicated facility in Japan for Anthropic, a developer of some of the world's most advanced artificial intelligence models.
NTT Data Group, a subsidiary of telecommunications group NTT, and Anthropic aim to sign an agreement by the end of fiscal 2026, which runs through next March, with partial operations set for as early as 2028.
The facility is expected to have a total power intake capacity of up to 500 megawatts, which would make it one of Japan's largest data centers.
AI data centers also require high-performance servers using graphics processing units (GPUs). Installing large numbers of advanced AI servers would push the total investment to several trillion yen.
NTT Data Group told Nikkei that it declined to comment. Anthropic also refrained from commenting.
Securing power will be a challenge for the planned data center. As obtaining 500 MW from utilities through the grid would take time, the project will initially consider alternatives, including on-site generation and fuel cells.
According to a Stanford University study, Anthropic's advanced AI model outperformed those developed by U.S. rivals OpenAI and Google as of March 2026, ranking first among models developed by companies worldwide.
Anthropic is considering building new data centers in several Asian countries, with governments seeking to attract the projects. The Australian Financial Review reported that the U.S. AI developer is in talks with local companies in Australia.
NTT Data Group is the world's third-largest data center operator by market share and has facilities with a combined capacity of more than 1,600 MW across multiple countries. It has a track record in developing data centers equipped with the latest technologies for AI applications, including liquid cooling. NTT Data Group aims to build expertise in operating large-scale facilities in Japan and use that experience to secure future contracts.
Japan is seeing a wave of large-scale data center development plans. In Akita prefecture in northern Japan, a plan has emerged to construct a data center with a maximum capacity of 500 MW at an estimated cost of 2 trillion yen. A Taiwanese investment firm and others are planning to invest approximately 850 billion yen to build a 350-megawatt facility in western Japan's Kagoshima prefecture.
The Japanese government has identified data centers and cloud computing as key products and technologies in 17 strategic sectors. It has set a goal of mobilizing 32.7 trillion yen in public and private investment in data centers, cloud computing and storage batteries by fiscal 2035.
