Local production plan shelved as NATO-backed rival wins Canada's submarine program

Hanwha Aerospace's Redback infantry fighting vehicle.
Hanwha Aerospace's plan to establish a military vehicle manufacturing joint venture in Canada has lost momentum following Hanwha Ocean's defeat in Canada's submarine procurement competition.
According to defense industry sources on July 8, Hanwha Aerospace's plan to establish a local joint venture to manufacture military vehicles has also been shelved after Hanwha Ocean failed to secure preferred bidder status for Canada's Canadian Patrol Submarine Project (CPSP).
In April, Hanwha Aerospace signed a memorandum of understanding (MOU) with the Automotive Parts Manufacturers' Association (APMA) of Canada to pursue a joint venture for military and industrial vehicles. The proposal included local production of the K9 self-propelled howitzer, K10 ammunition resupply vehicle, Redback infantry fighting vehicle, Chunmoo multiple rocket launcher and unmanned ground vehicles. At the time, Hanwha Aerospace made clear that the project was contingent upon Hanwha Ocean's selection for the CPSP with its KSS-III Batch-II submarine.
A Hanwha Aerospace official said the project could not proceed because the conditions for cooperation in Canada had not been met. The company added that it would consider reviving the plan if future opportunities arise, such as Canada's army modernization program, but acknowledged that prospects are currently uncertain. The Canadian Army plans to accelerate the replacement of its aging Leopard tanks and armored vehicles to reflect changes in the modern battlefield, although detailed plans are still under review.
The CPSP is a major program to acquire 12 diesel-electric submarines to replace Canada's aging Victoria-class fleet. Including construction and 30 to 50 years of maintenance, repair and overhaul (MRO) costs, the project is estimated to be worth about 60 trillion won. Hanwha Ocean and Germany's thyssenkrupp Marine Systems (TKMS) were the two finalists.
The Canadian government made contributions to the domestic industrial base and investment in the automotive sector key evaluation criteria. Mélanie Joly, Canada's Minister of Industry, publicly called for the submarine proposal to include construction of an automobile manufacturing plant. Hyundai Motor proposed hydrogen-related investments as part of "Team Korea," but did not include plans for a vehicle factory. Hanwha Aerospace subsequently proposed local production of military vehicles. Germany submitted a joint letter of intent to strengthen automotive cooperation with Canada in February, but did not present a detailed implementation plan.
Industry sources said Hanwha Ocean was not outmatched by TKMS in either submarine performance or economic partnership proposals and did not suffer from any significant disadvantages during the evaluation. The company was even viewed as better prepared. Hanwha Ocean proposed delivering the first submarine in 2032, one year earlier than TKMS' proposed 2033 schedule. TKMS' proposed Type 212CD submarine has yet to be completed, while Hanwha Ocean displayed an operational KSS-III submarine in Canada. The company also signed partnership agreements with 80 Canadian companies and pledged to create 25,000 jobs annually between 2026 and 2044 while generating $120 billion in economic benefits measured by gross domestic product (GDP).
The final outcome, however, was driven largely by geopolitical considerations. Industry observers said the selection of TKMS reflected the strategic interests of NATO member states. Bloomberg reported that Canadian Prime Minister Mark Carney's effort to strengthen ties with Europe while distancing Canada from a United States that has taken a more skeptical view of NATO influenced the decision. Canada's public broadcaster CBC also said the contract provided an opportunity for Canada to deepen cooperation with Europe as the US steps back from the alliance.
Germany, home to TKMS, and Norway, a co-development partner for the submarine, are both NATO members, while many NATO allies already operate German-built submarines. In official documents, the Canadian government said the CPSP would contribute to alliance commitments through NATO and the North American Aerospace Defense Command (NORAD) by strengthening sovereignty, continental defense and collective security.
The fallout from the failed bid extends beyond the canceled military vehicle joint venture. Hanwha's proposals for cooperation on space launch vehicle development and submarine-grade steel procurement in Canada have also been affected. Because those initiatives were tied to Hanwha Ocean winning the submarine contract, most have been suspended, with only limited reconsideration possible depending on future developments.
The Canadian government plans to begin negotiations with TKMS with the goal of signing a final contract by the end of 2027. Hanwha Ocean has been designated as the reserve supplier in case negotiations with TKMS fail.
