Samsung Electronics has shared its semiconductor fab operations and management expertise with a public institution as part of efforts to strengthen South Korea's semiconductor ecosystem.
The Ministry of Science and ICT (MSIT) held a performance review meeting on Sept. 11 at the Nano Convergence Technology Institute at Pohang University of Science and Technology (POSTECH) on Samsung Electronics' consulting program to improve the efficiency of the institute's public nano fab. The meeting shared follow-up measures and results from a memorandum of understanding signed in March 2025 by MSIT, Samsung Electronics, SK hynix and DB HiTek.
Samsung Electronics' Win-Win Cooperation Center under its Device Solutions (DS) Division participated in improvements to the institute's public nano fab from March through August 2026. The company adapted and transferred its semiconductor fab operations and management practices to suit conditions at the facility. Public nano fabs are publicly operated semiconductor manufacturing facilities used by universities, research institutes and small and medium-sized companies for semiconductor research and development and prototype production.
The Nano Convergence Technology Institute introduced Samsung Electronics' practices at the public nano fab, covering workplace safety and environmental management, cleanliness control, and equipment operation and maintenance. In safety and environmental management, the institute identified and overhauled potential workplace hazards, including chemical storage conditions, leaks and corrosion in piping, fire-safety facilities, local exhaust systems and protective equipment.
The facility also adopted Samsung Electronics' "5S3J" principles for manufacturing-space cleanliness. The 5S principles cover sorting, setting in order, shining, standardizing and sustaining, while the 3J principles call for the right item, right quantity and right location. The system was used to establish designated storage locations for tools and supplies and improve cleanliness around workbenches and equipment inside cleanrooms.
Equipment operation and maintenance systems were also revamped. Communication among process departments was strengthened, while preventive maintenance aimed at heading off equipment problems was made a regular practice. The institute adopted an eight-system equipment inspection method covering bolts and nuts, lubrication, drive motors, power transmission, compressed air, electrical wiring, control systems and instrumentation. The approach is designed to restore equipment to its basic performance and reduce the risk of unexpected breakdowns.
"The public nano fab is a key part of South Korea's semiconductor ecosystem, allowing domestic materials, parts and equipment companies to develop and verify new technologies and products," said Ji Hyun-ki, executive vice president and head of the Win-Win Cooperation Center at Samsung Electronics' DS Division. "We will contribute to strengthening the competitiveness of the domestic semiconductor ecosystem by applying Samsung Electronics' accumulated manufacturing innovation capabilities to public nano fabs."
MSIT plans to gradually apply Samsung Electronics' fab operations and management model to public nano fabs nationwide, including the Korea Advanced Nano Fab Center (KANC) and Seoul National University's Inter-university Semiconductor Research Center. The ministry will also share the results with all institutions participating in MoaFab, an integrated platform connecting 14 public nano fabs nationwide, and use them to improve operations. MoaFab is a national integrated service system that links public semiconductor fab infrastructure.
