三星证券获机构警告处分，发行业务牌照障碍下降但股价已提前反应

The Financial Services Commission (FSC) has lowered the level of sanctions against Samsung Securities (016360.KS) over its hub branches to an institutional warning. The move is expected to accelerate approval of the promissory note (short-term financing) business, a long-standing goal for the firm.
According to the financial investment industry on the 31st, the FSC held a regular meeting that day and, after reviewing sanctions related to unsound business practices at Samsung Securities' hub branches, resolved to impose an institutional warning. In February this year, the Financial Supervisory Service's Sanctions Review Committee had recommended heavy penalties including a partial business suspension for the relevant branches, but the level of sanctions was reduced from that. Under the current enforcement decree of the Capital Markets Act, an institutional warning, unlike a business suspension, does not constitute grounds for disqualification from short-term financing (promissory note) approval.
The decision is expected to resume the review of Samsung Securities' promissory note license, which had been suspended indefinitely. Samsung Securities applied for the promissory note license in July last year, but the review had been halted as sanctions related to the hub branches were not finalized.
Samsung Securities' promissory note license is expected to be granted as early as September, as the FSC does not hold a regular meeting in August. Earlier, the FSC's Securities and Futures Commission had reviewed a plan to grant conditional approval even if a business suspension were imposed on Samsung Securities. With the grounds for disqualification now fully resolved, the future review is assessed to have become smoother.
If Samsung Securities obtains the promissory note license, it will become the eighth operator, following Korea Investment & Securities, NH Investment & Securities, KB, Mirae Asset, Kiwoom, Hana, and Shinhan Investment & Securities.
