Industrial Bank of Korea (IBK) is pushing to introduce a 7 percent annual interest rate cap on its New Hope Holssi loans for low- to mid-credit borrowers.
According to financial industry sources on the 20th, IBK is strongly considering introducing a 7 percent annual interest rate cap on New Hope Holssi loans during October. While the highest rate for New Hope Holssi loans across the banking sector is 10.5 percent, the bank intends to apply an interest ceiling 3.5 percentage points lower to support vulnerable groups.
The 7 percent ceiling that IBK is pursuing is more than 2 percentage points below the 9.5 percent household loan rate cap that the bank has maintained for the 14th consecutive year. With financial authorities setting this year's New Hope Holssi supply target at 5.1 trillion won, 900 billion won more than last year, IBK intends to actively align with the authorities' policy stance by lowering rates. An IBK official said, "Although market interest rates continue to fluctuate recently, we are reviewing a plan to supply loans with 7 percent as the ceiling."
As a result, the financial cost burden on low- to mid-credit borrowers using IBK is expected to decrease considerably. The average rate for New Hope Holssi loans last year was 6.7 percent, but as market interest rates have risen rapidly this year, the current average is expected to exceed 7 percent. In fact, on the same day, New Hope Holssi rates stood at 5.08 to 8.18 percent at Shinhan Bank and 7.02 to 8.42 percent at SC First Bank. According to the Korea Federation of Banks, the average credit loan rate last month at the five major banks for borrowers with credit scores of 651 to 700, which fall in the bottom 20 percent of individual credit ratings, was 7.39 percent. A financial industry official said, "Consumer finance products such as New Hope Holssi are exempt from household loan volume management," adding, "If IBK, a state-run bank, expands New Hope Holssi loans at low rates, other commercial banks will also be affected."
