韩国首条有轨电车威礼线监管分歧获调解但缺少可交易增量

Disagreements among government agencies over the Wirye Line, South Korea's first tram project, have been resolved.
The Metropolitan Transport Commission under the Ministry of Land, Infrastructure and Transport said on the 28th that it approved a mediation plan for the Wirye Line tram construction project at a dispute mediation committee meeting held in Seoul on the 27th. The plan is intended to settle differences between the Seoul Metropolitan Government and the Seoul Metropolitan Police Agency over the installation of traffic safety facilities at intersections and crossings and over traffic safety reviews.
The Wirye Line is the first tram system to be introduced in South Korea, and the Seoul city government is carrying out the construction work. The ministry said the project had faced the risk of delay because agencies disagreed over whether tram tracks qualify as roads and how far the scope of traffic safety reviews extends. Acting on a mediation request from the Seoul city government, the commission reviewed the Road Traffic Act and other relevant rules and drew up the final plan after two working-level committee meetings and the dispute mediation committee session.
Under the plan, the Seoul city government will designate the tram tracks as a district road, which will satisfy the requirements for a traffic safety review. It will then conduct a traffic facility safety assessment under the Traffic Safety Act, prepare safety measures reflecting the findings and request a traffic safety review from the Seoul police. The traffic facility safety assessment is a system under which potential accident risks are examined from the user's perspective before a transport facility opens, with improvement measures drawn up accordingly.
Gyeonggi Province and the city of Seongnam will designate the tram tracks in the Seongnam section as a Seongnam city road to allow the traffic safety review to proceed. The Seoul police will conduct the review once the Seoul city government has completed all these steps and submits a request, examining safety issues the tram poses for pedestrians and vehicles. Any further disagreements among the agencies will be mediated by the commission.
"Because the Wirye Line is the first tram to be introduced in South Korea, it must be reviewed thoroughly so that transport convenience for residents of the Wirye new town and road traffic safety are sufficiently secured," said Kim Yong-seok, chairman of the Metropolitan Transport Commission. "The commission will work with the Seoul city government, the Seoul police and others and provide active support so that the Wirye Line project moves forward smoothly."
