Visa has begun a pilot service for an integrated platform supporting the issuance, remittance, and custody of Open USD (OUSD), a global joint dollar stablecoin, prompting calls for Korea to accelerate related legislation.
According to the financial industry on the 20th, Visa unveiled the "Visa Stablecoin Platform (VSP)," an integrated infrastructure that supports stablecoin issuance, burning, custody, and remittance for financial firms. As its first supported asset, it adopted OUSD, which was recently unveiled by Open Standard. OUSD is a dollar stablecoin issued with the participation of about 140 global companies, including Visa, Mastercard, BlackRock, Google, and Coinbase. In Korea, Samsung Electronics and Shinhan Financial Group are among the participants.
While Visa is accelerating the construction of global infrastructure, Korea remains behind because the Digital Asset Basic Act has not been enacted. The Credit Finance Association, which is currently conducting a proof of concept (PoC) for stablecoin card-network payments, is working only with won-denominated coins.
Domestic card companies are also participating in the OUSD consortium, but they were excluded from the verification because standards and a supervisory framework for distributing overseas-issued stablecoins within Korea have not yet been established. This PoC is a demonstration aimed at setting stablecoin payment standards for domestic card companies, including simple QR payments, anti-money laundering (AML), and fraud detection systems (FDS). "In a situation where it is uncertain whether overseas-issued stablecoins can be distributed in Korea, we were unable to verify them in this PoC," a card industry official explained.
Meanwhile, the ruling party and the government decided on the same day to accelerate discussions on a digital asset act centered on introducing a won-denominated stablecoin. The ruling Democratic Party of Korea reaffirmed this policy through a closed-door briefing with the Financial Services Commission. Rep. Park Sang-hyuk, the ruling party's secretary, met with reporters right after the briefing and said, "Many lawmakers have proposed bills on the Digital Asset Basic Act and there is much interest." He added, "Because market forecasts differ on the effects of the U.S. GENIUS Act taking effect next year, there was a general consensus that the government should prepare the Digital Asset Basic Act legislatively as quickly as possible, and we decided to move forward with discussions."
However, despite the ruling party and government's policy, there is considerable skepticism in the market over whether the digital asset act can be finalized within the year. An official in the cryptocurrency industry urged, "The government should first release its own bill quickly."
