Hana Financial Group has appointed the financial sector's first "Chief Inclusive Finance Officer (CIFO)" and is boosting its capacity to execute annual support of 3.1 trillion won. After executing 1.92 trillion won in the first half of this year alone—exceeding 60% of its target—the group plans to install a dedicated officer and build a performance management system, cementing inclusive finance as a standing management task, an area Chairman Ham Young-joo has emphasized.
According to the financial industry on the 5th, Hana Financial appointed Vice Chairman Lee Seung-yeol, who heads the sustainable growth and inclusive finance division, as the group's CIFO. With financial authorities pushing to introduce the CIFO role within the year, Hana Financial is the first among financial holding companies and banks to create the position.
The move is designed to give concrete shape to the second-half tasks of the "2026 Inclusive Finance Roadmap" announced in May this year and to enhance execution at the group level. Hana Financial's inclusive finance execution in the first half of this year totaled 1.92 trillion won, fulfilling approximately 62% of its annual target within six months.
Having accelerated its first-half execution, Hana Financial will begin in earnest in the second half to embed inclusive finance across group management rather than treating it as a one-off target. The group intends to establish a structure that manages the businesses of each affiliate and reviews performance, centered on the dedicated chief officer.
In particular, this CIFO appointment is part of an organizational restructuring effort to boost execution of the "Hana Growth for All Project" being driven by Chairman Ham. Hana Financial had earlier announced a goal of supplying a total of 100 trillion won by 2030, including 84 trillion won for productive finance and 16 trillion won for inclusive finance. The move is interpreted as going beyond setting large-scale supply targets to also raise execution speed and on-the-ground impact through a dedicated officer and evaluation system.
To support this management system, the group is also reviewing the introduction of inclusive finance key performance indicators (KPIs), distinguishing between areas common to the group and areas specialized by affiliate. With the CIFO overseeing tasks across affiliates and linking them to the evaluation system, consistent management is expected to become possible—from setting support targets to execution and follow-up review.
In the second half of this year, related businesses will be expanded under four core pillars: support for youth and small business owners, embedding inclusive finance, protecting debtors and preventing financial crime, and expanding social solidarity finance. Beyond simply supplying funds, the plan is to broaden the scope of inclusive finance to include credit assessment that identifies borrowers with low financial access and support for recovery after delinquency.
First, Hana Bank will begin overhauling its personal credit assessment system this month for "thin filers" with insufficient financial history and small business owners. In the second half of this year, it will apply a "third-stage advanced alternative credit assessment model" that combines alternative data such as telecommunications information, and will also participate in a pilot operation of a credit assessment model specialized for small business owners. The plan is to identify borrowers whose repayment capacity had not been properly recognized using existing financial information alone, and connect them to preferential interest rates and expanded credit limits.
On-the-ground support targeting youth and small business owners will also be expanded. The bank will fully cover jeonse (a Korean lease system requiring a large lump-sum deposit instead of monthly rent) fraud protection insurance premiums for approximately 10,000 young people newly using jeonse loans, and will provide financial counseling and startup mentoring. Marking the group headquarters' relocation to Cheongna International City in Incheon this September, it will also supply 84 billion won in guarantee loans specialized for small business owners and 10 billion won in emergency operating funds.
Support for debtors' recovery and the prevention of financial crime will also be strengthened. Hana Financial completed 400 billion won worth of debt cleanup in the first half of this year, including writing off long-term delinquent debt and settling debt reaching the statute of limitations, and in the second half it will pursue its own debt restructuring and the advancement of an artificial intelligence (AI)-based abnormal transaction detection system. It also plans to provide financial support and the "Hana Power On Innovative Company Internship" to social enterprises and innovative companies, expanding linkages with vulnerable job seekers.
"Inclusive finance is no longer a choice but a basic responsibility that a financial group must rightfully bear," Chairman Ham said. "We will not stop at plans and declarations but will create substantial changes and results that customers can feel in their daily lives."
