首尔木洞8团重建发出承包商招标，Daewoo E&C与Lotte E&C据称有兴趣

Among Seoul's key redevelopment sites, commonly referred to by the acronym "Ap-Yeo-Mok-Seong," the Mokdong Sinsigaji district is expected to progress fastest. Its interests are relatively simple because it consists mainly of apartment complexes built around the same period. Complex 7 is furthest ahead, while Complex 8 is also picking up speed.
"The success or failure of a reconstruction project ultimately comes down to speed," Kim Jong-gun, chairman of the Mokdong Complex 8 reconstruction union, said in an interview with The Seoul Economic Daily on the 30th. "We will create the complex that completes move-in first among Mokdong's 14 complexes."
Mokdong Complex 8, which issued its contractor selection bid notice that day, will hold an on-site briefing on the 7th of next month. The bidding deadline is September 22. Daewoo E&C and Lotte E&C are reportedly interested.
The union aims to obtain project implementation authorization in the first half of next year, management disposition authorization in the first quarter of 2028, and to relocate residents by the end of that year. "Although we formed our reconstruction preparation committee last among the 14 complexes, we have moved into the leading group in areas such as safety inspection and integrated review," Kim said. "Since most union resolutions have passed with over 90% approval, the goal of being first to complete move-in is not a far-fetched story."
The commercial facility issue, which had been an obstacle to the project, has also been overcome. The union obtained union establishment authorization with the commercial buildings excluded and is pursuing reconstruction on that basis. Kim called on the commercial property owners to return even now and proceed with the project together. "I don't want only commercial buildings left standing between new buildings," he said. "Since financing costs snowball after relocation, joining now carries the least burden."
He also expressed confidence in the project's feasibility. Mokdong Complex 8 plans to reconstruct its existing 1,352 units into 1,881 units. Construction costs are 9.65 million won per 3.3 square meters. "We recalculated the estimated contributions by dividing the general sale price per 3.3 square meters into 85 million won, 95 million won, and 105 million won," Kim explained. "If 105 million won is applied, some union members may receive a refund instead of paying a contribution." However, the actual sale price, construction costs, and whether the sale price ceiling system applies remain variables.
The reconstruction concept is "from cradle to grave." The union plans to provide not only child-specialized facilities but also a breakfast restaurant for seniors and rest and shower spaces for care workers within the community facilities. Care services linked with nearby hospitals are also under review. The 49-story main building will have its floor height raised to 2.7 meters to secure a sense of openness. "We will specialize the upper floors and sky lounge to offer views of the Anyangcheon stream and the Yeouido fireworks display," Kim stressed.
