Youngpoong, which committed intentional accounting violations, was hit with a record fine of 20.5 billion won.
At its regular meeting on the 20th, the Financial Services Commission (FSC) resolved to impose a 20.47410 billion won fine on Youngpoong for violating accounting standards, along with measures equivalent to a recommendation to dismiss its former chief executive. The FSC judged Youngpoong's violation of accounting standards to be "intentional" rather than "gross negligence." A recommendation to dismiss the chief executive is stipulated only for the "intentional" level. Violations of accounting standards are classified, in order of increasing severity, as negligence, gross negligence, and intentional.
The fine imposed on Youngpoong is the largest ever since the method of calculating fines for accounting violations was changed following the enforcement of the revised External Audit Act (the new external audit law) in 2018. The previous largest fine was 16.14150 billion won imposed on Doosan Enerbility in 2024. The FSC also imposed a total of 1.51150 billion won in fines on four individuals, including Youngpoong's former chief executive and responsible officers.
The FSC determined that Youngpoong understated soil remediation provisions from 2021 to 2024 and groundwater remediation provisions from 2023 to 2024, and also failed to appropriately reflect impairment losses on tangible assets at the Seokpo smelter from 2022 to 2024. In particular, the issue arose from the fact that Youngpoong, in the process of assessing asset impairment at the Seokpo smelter in 2023, calculated future cash flows by removing the profit-and-loss effects of the operation suspension.
The FSC also imposed a fine of 8.42810 billion won on Korea Zinc for violating accounting standards. Its chief executive and responsible officer were fined 487.90 million won and 275.30 million won, respectively. The FSC determined that Korea Zinc understated valuation losses on investment assets and failed to recognize unrecoverable losses among the goodwill of a subsidiary as impairment losses. Korea Zinc was also cited for obstructing the auditor's normal external audit.
