GS Group is considering acquiring a factory site owned by DB HiTek subsidiary DB World for its second artificial intelligence (AI) data center.
According to industry sources, GS Group is considering purchasing part of DB World's ferroalloy division (formerly DB Metal) factory site in Donghae, Gangwon Province, to secure land in advance for an AI data center. If the transaction is completed, the purchase price is expected to exceed 25 billion won.
The ferroalloy plant site at 17 Sutgol-gil in Donghae spans a total of about 694,000 square meters. GS Group has proposed acquiring roughly half of the site, or about 330,000 square meters, from DB World. This is larger than the roughly 231,000-square-meter site for the first phase of its AI data center project, allowing it to build a facility of similar or greater scale.
DB World's ferroalloy plant is located about 8 kilometers from the Bukpyeong Second General Industrial Complex, where the first data center will be built. Its proximity to the coast also makes it advantageous for securing water needed to cool an AI data center.
"Discussions are still at an early stage and nothing has been decided," a GS Group official said. "We will consider acquiring additional land depending on the progress of the first-phase project."
GS Group announced in June that it would build a 1.2-gigawatt (GW) data center on a roughly 231,000-square-meter site at the Bukpyeong Second General Industrial Complex in Donghae as part of the government's "Three Mega Projects." It plans to add another 1.2GW by 2029. Total investment is expected to reach as much as 120 trillion won. Combined, the first and second centers would constitute the largest single data center complex in Asia.
GS Group plans to develop AI infrastructure into a future growth engine based on the project. To this end, it established GS AI Infra and incorporated it as a GS Group subsidiary. Do Hyun-soo, vice president and head of planning and coordination at GS Caltex, concurrently serves as CEO of GS AI Infra.
GS Group already has a value chain covering power, construction and infrastructure operations needed to build AI data centers. GS Engineering & Construction could handle construction, while GS Donghae Electric Power could participate in supplying electricity.
Meanwhile, DB World plans to shut down its ferroalloy division and sell the factory site due to accumulated losses amid a prolonged downturn in the steel industry. The division's revenue fell from about 514.6 billion won in 2021 to about 40.1 billion won in 2025. Operations are scheduled to end on Sept. 30.
