Angola’s state oil company, Sonangol EP, is open to increasing its stake in Portugal’s largest publicly traded lender and would consider buying more if Chinese conglomerate Fosun International Ltd. sells its holding.
Sonangol Chairman Sebastião Gaspar Martins said the company continues to see “strategic value” in its stakes in Banco Comercial Portugues SA and Galp Energia SGPS SA, the country’s biggest oil company. Sonangol owns 19.9% of BCP and has an indirect stake of about 16.9% in Galp.
“Regarding a potential exit by Fosun from BCP, Sonangol has not, at this stage, made any decision to increase its stake,” Martins said in a written interview with Bloomberg News. “Any potential opportunity would be carefully assessed, taking into account its strategic fit, expected returns, market conditions and the efficient allocation of capital.”
Fosun is weighing options for its 20.45% BCP stake as the Chinese group seeks to raise cash and streamline its portfolio, Portuguese weekly newspaper Expresso reported on April 10. A representative for Fosun was not immediately available to comment.
For now, Sonangol may have to sell some BCP shares to remain below the 20% ownership threshold as the bank carries out a share buyback program, Jornal de Negócios reported Wednesday. Raising its stake above 20% would require approval from the European Central Bank.
BCP shares have gained about 23% this year, outperforming the 15% rise in Lisbon’s benchmark PSI Index.
Sonangol’s priorities are to increase oil and gas production, expand Angola’s refining capacity and energy infrastructure, and diversify its assets, Martins said.
The Luanda-based company is also developing solar projects “aimed at diversifying Angola’s energy mix, attracting strategic partnerships and creating new sources of value,” Martins said.
Angola remains heavily dependent on oil, which accounts for about 90% of its export revenue. Yet despite being Africa’s third-largest oil producer, the country still imports most of its gasoline and diesel
An initial public offering of Sonangol remains a strategic priority, though Martins gave no timetable for a listing. He said the gradual reduction of fuel subsidies should ease the financial burden on Sonangol’s fuel distribution business.

The government’s fuel-subsidy bill is expected to reach about 3 trillion kwanzas ($3.3 billion) in 2026, more than double the amount budgeted for the year, Secretary of State for Finance and Treasury Ottoniel dos Santos said last month.
Martins said Sonangol expects its operating and financial performance to remain resilient this year, supported by higher production and investment in oil, gas and refining.
The company on Feb. 25 forecast preliminary net income would exceed $750 million in 2025.
