Volkswagen AG is pushing for a global pay freeze through 2030, according to the automaker’s worker representatives, setting up a clash with labor as fresh wage negotiations get underway in Germany.

The company’s European and Global Works Council said Volkswagen’s executive board has instructed human-resources managers worldwide to plan for no pay increases through 2030, holding compensation at 2026 levels. The directive has been in force since the beginning of October, according to the labor representatives.

VW declined to comment, saying the company will soon enter negotiations on the collective bargaining agreement with the powerful IG Metall union.

The plans set up a tough round of bargaining with IG Metall, Germany’s largest industrial union, which is pushing for a 5% pay increase. Those talks target Volkswagen’s current wage agreement for operations in Germany that runs through the end of December.

The proposals are likely to be watered down during IG Metall negotiations. Germany’s Sueddeutsche Zeitung first reported the proposals.

Despite differing opening positions, VW and IG Metall have traditionally settled major pay disputes through negotiation. Both sides are keen to avoid a prolonged confrontation as the automaker tries to execute a sweeping restructuring while keeping plants running and workers onside.

Volkswagen in September pushed through an agreement with its powerful worker representatives that will double global job cuts to 100,000, roughly 15% of the workforce. That month, it also slashed its operating forecast to no more than 1% this year. VW plans to get back to at least 8% operating return by 2030, helped by the cuts and conquering new profit pools.

The regular IG Metall wage talks come against this backdrop of a much broader restructuring at Volkswagen. The company is also cutting model complexity, reducing capacity and seeking billions of euros in savings as it adjusts to weaker demand in China, tariffs in the US and mounting competition in Europe.

Some of the most contentious elements of the broader overhaul remain unresolved, indicating potential for simmering worker tensions that can become fraught. While much of Europe’s car industry is grappling with shrinking returns, smaller peers like BMW AG have contained discontent while negotiating redundancy packages.

Potential discord rests on two pillars. Volkswagen has yet to work out long-term production plans for plants in Emden, Zwickau, Hannover and Audi’s Neckarsulm site. Those sites haven’t been assigned new models to produce from between 2031 to 2034, unless alternative uses are found.

A proposal to carve the Volkswagen passenger-car brand and components operations out of Volkswagen AG was, for now, dropped as part of the September compromise. Labor fears such a step would weaken powerful co-determination rights. Chief Executive Officer Oliver Blume last month indicated management was still studying potential spin-offs.
