Russian steelmakers are seeing signs of a recovery in domestic demand and prices as delayed construction projects resume and repairs to assets damaged by Ukrainian attacks help drive a revival.
Demand began to pick up in July and continued to strengthen in August, with benchmark hot rolled coil in the Moscow region climbing about 30% since January. The price of rebar, used to reinforce concrete in buildings and protective structures, including shelters and barriers designed to shield against drone attacks, has soared about 74% over the same period, data from metal trader Evraz Market shows.
The spike in rebar prices prompted Russia’s Federal Antimonopoly Service to start an investigationin mid-August.
The Russian economy has been slowing in the last couple of years under the impact of tighter monetary policy, curbing steel consumption and weighing on prices. Steelmakers say the recovery has been driven by a pickup in construction activity, including for infrastructure projects such as a high-speed railway.
Repairs to structures damaged by Ukrainian attacks have also bolstered steel demand. Russia has developed a range of technical solutions to protect oil refineries from Ukrainian drone strikes, including scaffolding structures, where rebar is a key element.
Ukraine has stepped up strikes on Russian oil refineries and ports since June, contributing to widespread fuel shortages across Russia. It has also damaged warehouses operated by e-commerce giants Wildberries and Ozon, causing billions of dollars in damage to logistics networks.
Last month, Russian President Vladimir Putin allowed the state to take temporary control of critical facilities that are regarded as insufficiently protected from Ukrainian drone attacks.
The Russian central bank said that it expects investments to be supported by spending to restore production capacity in certain sectors, as well as by the implementation of government investment and infrastructure projects, according to its 2027 monetary policy guidelines published Monday.
The rebound is positive news for steel producers such as Novolipetsk Steel PJSC, Severstal PJSC and Magnitogorsk Iron & Steel Works PJSC, which saw earnings decline earlier in the year.
Still, the jump in demand may provide them with only temporary relief, with prices starting to decline again toward the end of August.
Also, while the domestic market has benefited from war-related demand, exports are suffering. The steelmakers are facing mounting logistical problems, with shipments from the Black Sea port of Novorossiysk severely disrupted for more than two weeks. That’s weighed on export prices, Metal Bulletin reported, citing market participants.
