Cleveland-Cliffs Inc. has been given 15 days to restore jobs at its steel plant in Hamilton, Ontario, before Canada takes the dispute to court, Industry Minister Mélanie Joly said in a demand letter issued Thursday.

The government has threatened the American steel firm with legal action since it announced plans to indefinitely idle its cold-rolled and coated operations at Hamilton Works, near Toronto, which could affect as many as 500 employees.

In the letter, Joly asserts the company has not complied with its obligations to maintain employment levels at its Canadian unit, Stelco, a pledge made when it acquired the firm in 2024.

If Cliffs doesn’t remedy the situation, the letter states Joly may seek a superior court order to require the company to meet its previous employment commitments, impose financial penalties or force it to divest its Canadian assets.

“The failure to comply with the undertakings did not result from any inability of Cliffs, as the non-Canadian investor, to comply with its obligations,” Joly said in a partially redacted copy of the letter provided to Bloomberg News.

Cliffs Chief Executive Officer Lourenco Goncalves described Canada’s legal threats as “bullying” in an interview last week on BNN Bloomberg Television, with the company saying the Hamilton decision is because of an unsustainable market shaped by US tariffs and other trade disruptions. Goncalves has been a vocal supporter of US levies, and credited reduced foreign imports for a strong third quarter on Monday.

In its quarterly release, Cliffs said Stelco was “finally” a positive contributor to its earnings in the most recent quarter, but that an oversupplied Canadian market for galvanized steel led to its suspension and job cuts.

In a statement, Joly said she’s willing to sit down with Cliffs to find a solution.

Canada approved Cliffs’ acquisition of Stelco under the Investment Canada Act, subject to commitments to maintain unionized employment levels and most non-union positions.
