State utility Korea Electric Power Corp. is in talks with tech giants Samsung Electronics Co. and SK Hynix Inc. to secure a multi-billion dollar prepayment in order to finance the construction of power grids for new semiconductor clusters.
Korea, like other countries in Asia and beyond, is facing growing demand for electricity from its semiconductor and artificial intelligence industries, both vital to boost the national economy and to stay ahead in the global tech race. But cash-strapped utilities have struggled to keep up.
“The large-scale electricity bill prepayment system is a mechanism where companies urgently needing power grid expansion and Kepco, which requires investment financial resources, complement each other’s needs,” the state-run utility said in a statement.
Specific details, including the amount to be prepaid and the period to be covered, had not yet been finalized, it added.

Local newspaper Chosun Ilbo reported earlier that Kepco had proposed that Samsung prepay 20 trillion won ($14.7 billion) and SK Hynix step up with 5 trillion won, based on their 2025 electricity bills and estimated power costs for 2027 through 2031.
Under one proposal, the companies could make monthly payments totaling 2 trillion won over a 12-month period, with Kepco deducting subsequent electricity bills from the prepaid balances, according to the Chosun report. Kepco would pay interest on the remaining balances every six months.
Kepco declined to comment on the newspaper report.
Samsung Electronics and SK Hynix declined to comment on the talks.
Kepco said the prepayment arrangement would help secure timely power supply for large users while providing an alternative source of financing for the utility that could reduce its reliance on debt markets.
