Numbers Suggest Limited Earnings Sensitivity')

Brazil’s global dominance in the beef trade is clashing with tougher European standards, threatening exports as suppliers struggle to certify cattle under new restrictions on growth-promoting drugs.

Exporters have to prove by Thursday that they can supply meat without giving animals certain antimicrobials or they won’t be able to sell to the European Union. Brazilian cattle won’t be ready.

The EU sourced about a quarter of its beef from Brazil, according to Rabobank, so the new restrictions could reshape trade flows, prompting European nations to buy more from other countries while Brazil looks to redirect supplies elsewhere.

The European bloc is working with Brazil to resume imports “as soon as possible,” European Commission spokesperson Eva Hrncirova said Tuesday at a daily press briefing in Brussels. “We demand guarantees for the whole lifetime cycle of the animals, this is important and for beef it’s not the case at the moment.”

The stakes extend well beyond Brazil, as the country has been a key global meat supplier in times of strong international demand. Limiting access to high-value markets such as Europe could reduce incentives for ranchers to boost productivity, capping growth in beef supplies. Losing the European market also deals a blow to Brazil’s credibility as a global supplier when the nation is trying to enter markets including Japan and South Korea.

“The thing being undermined in Brazil is the credibility of the system,” said Maria Eduarda Blaiklock, a former Brazil government official who now runs a Europe-based agri-trade advisory firm. “This shows a lack of coordination, and it erodes trust.”

The EU regulations come during a sensitive time for Brazilian exporters, who are pushing to diversify while also dealing with limits in shipments to China, the world’s biggest beef buyer. EU countries buy a small share of Brazil’s exports, but typically pay a higher average price compared to other importing nations, leaving the South American powerhouse to redirect volumes at potentially lower prices.

European officials also proceeded with an audit of Brazil’s chicken plants in late August. While poultry exports should temporarily halt before the process is concluded, with beef there are no audits scheduled nor any new developments that could help avoid a ban.

In 2023, when the EU first notified Brazil about new rules on antimicrobials, local authorities decided the requirements should be handled through a private-sector protocol, said Blaiklock, who worked at Brazil’s agriculture ministry at the time, coordinating international affairs.

The EU in May left Brazil off the list of countries authorized to supply animal products to the bloc starting Sept. 3. Brazil rushed to create new protocols, but industry observers argue the country moved too late, and lacked coordination between government and industry.

“Brazil was the only one — the only one — that wasn’t on the list,” she said. “Why? Because it failed to provide reliable evidence demonstrating compliance with the regulation.”

Brazil’s Ministry of Agriculture and the Brazilian Association of Beef Exporting Industries, known as Abiec, didn’t respond to a request for comment.

Brazil has since moved to create a voluntary system for suppliers that are compliant with the new rules. It’s not clear if that will be sufficient to convince EU officials, particularly as Brazilian cattle can move through a number of different farms before reaching slaughter weight.

Brazilian ranchers who target the European market already have to fulfill special requirements like tracking animals individually. Yet, that system focuses on the final stages of an animal’s development prior to slaughter, and doesn’t account for full traceability since birth. Such a long, complex supply chain means beef in particular faces bigger challenges than other proteins.

Although there are some ranchers adapting to what Europe requires, the lack of coordinated response from Brazil “sends the international market the wrong message,” said Mauricio Nogueira, director of consultancy Athenagro.

While ranchers claim the types of substances the EU is banning are typically only used in the final stages of animal growth, the EU’s traceability requirement for the whole lifetime cycle means Brazil has additional challenges to comply with the new rules. A national program by the Brazilian Agriculture Ministry aims to establish individual cattle traceability by 2032.

“Brazil wants to be the world’s largest exporter, but we don’t even know how many heads of cattle we have,” said Fernando Sampaio, a former industry executive and member of the Brazilian Coalition on Climate, Forests and Agriculture. “Brazil will continue exporting its beef, but those customers that could pay a premium will tend to shy away from the risks.”
