Below are the highlights from South Africa’s 2026 medium-term budget policy statement announced by Finance Minister Enoch Godongwana in Cape Town on Wednesday.

Growth

Economic growth was revised lower, mainly due to the shocks stemming from the Iran war. Gross domestic product is projected to expand 1.2% this year, down from 1.6% in the February, and by an average of 1.8% over the next three years. Structural reforms, including in energy, logistics and water provision, as well as improved policy certainty, increased infrastructure spending and declining borrowing costs are seen boosting growth going forward. Risks to the domestic outlook are tilted to the downside. Prolonged conflict in the Middle East and a reassessment of artificial intelligence investment could tighten global financial conditions, the Treasury warns. Domestically infrastructure bottlenecks, weak confidence and limited fiscal space leave little room to cushion future shocks.

Budget Forecasts

The consolidated budget shortfall is forecast at 3.9% of gross domestic product for the fiscal year through March 2027. The gap is seen narrowing to 2.5% in 2029-30. Consolidated spending of 2.72 trillion rand ($165.7 billion) is projected for 2026-27. Spending is projected to rise by an average of 3.6% annually over the next three fiscal years. Revenue collection is seen at 2.4 trillion rand, with gross tax revenue for the current fiscal year expected to exceed the February estimate by 17.1 billion rand. Additional mining tax revenue is seen as temporary. Preliminary data shows the Treasury will achieve a primary budget surplus – where revenue exceeds non-interest spending – of 1.7% of GDP in the year through March 2027. Primary surplus is forecast to grow to 2.9% of GDP by 2029-30. Government debt stabilized at 78.4% of GDP in 2025-26, and the Treasury’s fiscal strategy aims to reduce that ratio over the rest of the decade.

Spending

Expenditure over the next three fiscal years was revised up by 71.1 billion rand compared with the February budget. Most of the additional money will go toward supporting health, education and local government, enabling industrial development, improving infrastructure and bolstering state capacity. Some 5.1 billion rand was allocated toward combatting gender-based violence, including employing more social workers. The Treasury allocated 10 billion rand to its contingency reserve that can be used to deal with the fallout from the El Nino weather phenomenon and other unforeseen events. The Central Energy Fund will return 10 billion rand to the Treasury, which will use it to provide motorists temporary relief from high fuel prices. A further 556.7 million rand was directed toward sustaining HIV and AIDS programs following the withdrawal of some funding from the US.

Fiscal Anchor

The government plans to write a principles-based fiscal anchor into law to entrench fiscal stability Draft legislation is being released alongside the budget for public comment and will be presented to parliament in 2027. The measure proposes incorporating fiscal sustainability as a standard into the Public Finance Management Act, rather than the adoption of a rigid numerical rule, Godongwana says. After each general election, the cabinet will be required to approve a fiscal plan setting out its objectives, strategy, main assumptions and risks. It will have to explain how its policy choices support fiscal sustainability and any material budgetary departures from the plan.
