Saudi Aramco and its local partners have received the first crude cargo for their new refining complex in China, bringing the billion-dollar mega plant a step closer to production.
The shipment of Arabian crude arrived late last week at the complex in Liaoning Province in northeast China, according to an emailed statement from Aramco on Wednesday. The release didn’t provide an official start date.
The huge refinery is nearing commercial operations as China and the broader oil market grapple with the fallout from the US-Iran war, which is heading toward an eighth month. The Asian nation has taken various measures to soften the impact, including reducing crude imports and tapping stockpiles, along with temporarily suspending fuel exports.

“The arrival of the first shipment of Arabian crude marks a major milestone in the development of the project and brings us closer to the start of operations,” Zheng Baoming, general manager and deputy party secretary of North Huajin Chemical Industries Group Corp., said in the statement. The company is one of the project partners, along with Panjin Xincheng Industrial Group Co.
The complex will include a 300,000-barrel-a-day refinery and a petrochemical plant with annual production capacity of 1.65 million metric tons of ethylene and 2 million tons of paraxylene. The joint venture is known as HAPCO. The plant is expected to start commercial operations in the first quarter of next year, according to an Oct. 13 note from Energy Aspects.
The shipment of Arabian crude was discharged by the tanker Kassab, according to a photo in the press release. The cargo was loaded at Saudi Arabia’s Juaymah port in the Persian Gulf, Kpler data shows.
