Norway sees the European Union’s new Arctic strategy rewarding its intense lobbying efforts over polar oil drilling.
The text of the strategy, presented on Tuesday in Strasbourg, no longer contains the highly contested word “moratorium,” to the satisfaction of Energy Minister Terje Aasland.

Norway, which never joined the EU, is Western Europe’s largest exporter of oil and gas and is actively exploring more fields in the high north as more mature fields on the Norwegian shelf go out of production.
“We welcome the fact that there is no longer any talk of a moratorium on oil and gas from Arctic regions,” Aasland told Bloomberg in an email, adding that “production in our northern regions will become increasingly important in the years ahead.”
Still, the EU continues to call for all fossil fuels to be kept in the ground, “prioritizing” renewable energy sources and hydrocarbons produced outside the Arctic.
Its 2021 Arctic strategy said that “building on the partial moratoriums on hydrocarbons exploration in the Arctic” in parts of the US, Canada and Greenland, “the EU is committed to ensuring that oil, coal and gas stay in the ground, including in Arctic regions.”
Norway awarded five oil and gas exploration licenses in the Barents Sea, which is part of the Arctic, in last year’s licensing round and opened up 38 blocks in 2026 for applications. Norway supplied almost a third of EU’s gas imports last year, including a small part from those fields.
