The Basel Committee on Banking Supervision is seeking input on potential changes to capital rules that give favorable treatment to large systemic European banks.
The body, which sets global bank capital rules, “is consulting on whether to incorporate the treatment of cross-border exposures within” the European banking union in the framework of rules for the world’s biggest and most interconnected banks, known as G-SIBs, it said in a statement Friday.

The Basel Committee announced plans for the consultation earlier this year. The regulatory twist, known as ASTRA, gives a more favorable treatment to European banks’ cross-border exposures in countries that are part of the bloc’s banking union than other international activities.
Euro-region supervisors had fought hard for the deal when it was agreed in 2022, on the basis that Europe’s banking union means it should be treated as one market, people familiar with the matter have said. The US Federal Reserve wants to repeal the practice, Bloomberg reported late last year.
The treatment benefits banks with large cross-border exposures in the euro region such as BNP Paribas SA.
The consultation period is scheduled to close on Jan. 14.
