The Japanese government has announced the results of a preliminary anti-dumping ruling targeting imported galvanized iron (GI) steel sheets, including products from Korea. Industry sources said they plan to submit additional comments after higher-than-expected duty rates were imposed.
According to the industry on the 24th, Japanese authorities completed the first phase of an anti-dumping investigation into imported GI, which began last November, and notified the parties of the results. Among domestic steelmakers, POSCO was assigned a duty rate of 32.49 percent, while Hyundai Steel (004020), Dongkuk Steel (460860), and KG Steel (016380) were assigned rates of 42.69 percent.
The products the Japanese government provisionally determined to constitute dumping are hot-dip galvanized steel sheets and strips used for guardrails and housing construction materials. Japan found that Korean products were sold in Japan at prices up to 43 percent lower than in the Korean domestic market, while Chinese products were sold up to 69 percent lower than in the Chinese domestic market.
As a result, Chinese steelmakers received provisional duties of 63.9 to 68.6 percent, higher than those imposed on Korean firms. This investigation was conducted following a request filed last April by four Japanese steelmakers, including Nippon Steel, which claimed damage.
Japan plans to extend the investigation period until December to finalize whether to impose duties and determine the rates. As POSCO's duty rate came out higher than initially expected, the company plans to submit written comments during this period. Other companies, including Hyundai Steel, reportedly take the position that they will carefully monitor the progress of the investigation for now, as the impact of the GI duties is not significant.
