Companies linked to top health official and husband received £2bn in public contracts
The NHS and local authorities have paid around £2bn to companies part or wholly owned by G Square Capital in the past three years, a period when either the current top health official Samantha Jones or her husband held financial interests in the private equity business.
Jones, now the most senior civil servant at the Department of Health and Social Care, was operating partner at G Square when she was appointed to her current role in April 2025. She had been at G Square since June 2023.
G Square has stakes in Keys Group, the second-largest children’s home provider in the UK, and other private healthcare businesses.
Jones’s husband, Joe Harrison, chair of the NHS Advisory Board for Procurement and Supply and chief executive of Milton Keynes University Hospital (MKUH), was hired as a paid senior adviser at G Square four months after she stepped down to rejoin the civil service. He remains in that role.
The contract awards to G Square have raised conflict-of-interest concerns.
David Rowland, director of the Centre for Health and the Public Interest, a campaign group, said: “The extent to which the taxpayer has been funding companies which are linked to the top civil servant in the Department of Health and Social Care is both staggering and completely hidden from view.”
There is no suggestion that Jones or Harrison were involved in directly signing off on contracts.
Jones has already recused herself from any decision to extend Palantir’s contract with the NHS after MPs raised concerns over a potential conflict of interest related to her previous consulting work with a separate firm.
At the time of her appointment to the DHSC last year, Jones was lead non-executive director at the department. She held roles or share interests in 13 private healthcare or related companies, including G Square itself, but stepped down from or sold these before taking up her post as permanent secretary.
The Department of Health and Social Care said: “When joining the department, the Permanent Secretary brought with her over 30 years’ worth of health and care experience . . . She resigned from all her private-sector posts before taking on the Permanent Secretary role at the department.”
The role of private companies in the health and care system has become the subject of political scrutiny.
Prime Minister Andy Burnham this week said he was committed to ending “profiteering” in the care system, while saying that the use of private providers should not be ruled out.
Keys Group had £186mn in contracts with the NHS and local authorities in the year ending April 2023 when Jones was its chair.
This increased to £234mn in April this year, according to analysis of data provided to the Centre for Health and Public Interest by Tussell and the NHS Business Services Authority.
Chec, a G Square portfolio company that provides eye surgery for the NHS, won £243mn of contracts over three years. That included £87mn in the last financial year, up from £74mn in 2023-24.
Pharmacy2U, an online pharmacy and service for which Harrison has served as an adviser, according to MHUK declaration of interest documents, also saw an increase in its public contracts over the same period.
Harrison was NHS England Digital Channels Director between January 2023 and August 2025. He has been head of the NHS Advisory Board for Procurement and Supply since May 2025.
In a statement, an MKUH spokesperson said: “Joe Harrison has served as an adviser to Pharmacy2U since October 2025. He has never been a director, board member or shareholder of Pharmacy2U, G Square or any G Square portfolio company, and his advisory role does not include commercial decision-making. There has been no conflict with his NHS roles.”
G Square, Keys and Pharmacy2U did not respond to a request for comment.
