The contractor map for Yeouido and Mokdong, seen as the main battlegrounds for Seoul redevelopment contracts in the second half of this year, is taking shape. Samsung C&T has won the Mokhwa apartment project after Daegyo in Yeouido and is the likely winner of the Sibeom apartment contract, while Hyundai Engineering & Construction, GS Engineering & Construction and DL E&C are each staking out major complexes. The trend of selective bidding — in which large builders pick and concentrate on sites with better margins and stronger odds of winning, to avoid bruising competition — has grown more pronounced.
The reconstruction association for Yeouido's Mokhwa apartment complex held a general meeting the previous day and selected Samsung C&T, which had submitted solo bids twice earlier, as its contractor, according to the redevelopment industry on the 13th. The Mokhwa complex, at 30 Yeouido-dong in Seoul's Yeongdeungpo district, will be rebuilt into three buildings ranging from seven basement levels to 49 above-ground floors, with a total of 420 units. Construction costs are about 512.2 billion won.
Samsung C&T proposed "Raemian Ynity" as the new complex name, combining the "Y" that symbolizes Yeouido with "Dignity" and "Infinity." The design gives every unit a view of the Han River, and the builder is also pursuing an elevated pedestrian walkway that links the complex directly to Yeouinaru Station and on to Han River Park.
The win gives Samsung C&T its second reconstruction contract in Yeouido. In November last year, the company was selected as contractor for the Daegyo apartment reconstruction, worth 798.7 billion won. Its next target is the Sibeom apartment complex, considered the largest prize in Yeouido reconstruction. The project will transform the existing 1,584 units into 2,491 units in buildings of up to 59 floors, with total construction costs reaching 2 trillion won. Samsung C&T was the only bidder in the first contractor tender held last month, which was therefore scrapped. If no rival emerges in the second tender scheduled for December, Samsung C&T is likely to sign a negotiated contract.
The contest in Yeouido is being settled quickly and around the largest builders. Hyundai Engineering & Construction, which secured the Hanyang apartment contract in 2024, was also named preferred bidder for the 38-1 zone of the Gwangjang apartment complex and faces a contractor selection meeting on the 19th. Daewoo Engineering & Construction secured a contract at the Gwangjang complex in 2023, while the Eunha and Samik apartment complexes began their own contractor selection on the 11th. The two complexes, completed side by side in 1974 with 360 units each and identical unit sizes, both completed redevelopment zone designation in June, and GS Engineering & Construction and Lotte Engineering & Construction are said to be interested in winning them as a combined project.
In the Mokdong Shinsigaji reconstruction market, regarded alongside Yeouido as a core redevelopment area in southwestern Seoul, builders are also carving out territory in earnest. DL E&C took Mokdong Complex 6 in June, while Hyundai Engineering & Construction was named preferred bidder on the 26th of last month for Mokdong Complex 10, worth 2.6135 trillion won, after submitting solo bids twice.
Mokdong complexes 12 and 13 are widely expected to go to GS Engineering & Construction and Samsung C&T, respectively. GS Engineering & Construction was the only participant in the first tender and the second site briefing for Mokdong Complex 12, worth about 1.7888 trillion won. Samsung C&T submitted a solo bid in the first contractor tender for Mokdong Complex 13, which closed on the 7th, making it the likely builder of what would be Mokdong's first Raemian complex. Daewoo Engineering & Construction has signaled its intention to bid early for Mokdong Complex 8, whose first tender closes on the 22nd, and is seen as having a strong chance of winning.
With competitive bidding all but absent, industry attention is on complexes 7 and 14, among the largest in Mokdong. Complex 7, next to Mokdong Station on subway line 5, has drawn a string of promotional showrooms as large builders court association members. Samsung C&T, Hyundai Engineering & Construction, DL E&C and Lotte Engineering & Construction are showing interest in Complex 7, which will be rebuilt with 4,335 units, raising the question of whether a competitive tender will materialize. For Complex 14, to be built with 5,123 units, a long list of builders including Hyundai Engineering & Construction, Daewoo Engineering & Construction, DL E&C, POSCO E&C and Lotte Engineering & Construction is mentioned as potential bidders.
"Since most Mokdong sites have so far been heading toward solo bids by a particular builder, the question is whether competitive tenders will happen," an official in the construction industry said. "But with cost burdens making companies reluctant to engage in bruising competition, the places where a bidding contest breaks out will be extremely limited."
