Other loans, including credit loans and negative-balance accounts, at Korea's five major commercial banks exceeded their targets by about 2.4 trillion won in the first half of this year.
As a so-called "debt-fueled investment" boom pushed other loans up faster than expected, banks moved to control the total volume of household lending by cutting mortgage limits.
According to data submitted by the Financial Supervisory Service (FSS) to Rep. Lee Yang-soo of the People Power Party, a member of the National Assembly's National Policy Committee, other loans at KB Kookmin, Shinhan, Hana, Woori and NH Nonghyup banks increased by a combined 3.4658 trillion won as of the end of June this year.
The five banks had initially set a combined target of a 1.0924 trillion won increase in other loans. The actual increase was about 2.4 trillion won more than the target, or about 3.2 times the target figure.
By bank, Hana Bank's increase in other loans stood at 759.9 billion won, 8.9 times its target of 85.6 billion won. Woori Bank also extended 1.0696 trillion won, 8.2 times its target of 131 billion won.
Shinhan Bank recorded 708.8 billion won, 6.7 times its target of 105.8 billion won, while Kookmin Bank saw an increase of 1.18 trillion won, about twice its target of 595 billion won.
By contrast, Nonghyup Bank had planned to increase other loans by 175 billion won, but they actually fell by 252.5 billion won.
Unlike the surge in other loans, mortgages declined at most banks. Kookmin Bank cut mortgages by 1.3149 trillion won by the end of June this year, close to its reduction target of 1.4096 trillion won. Woori Bank had initially planned to cut by 91.9 billion won but actually reduced by 502.9 billion won, stepping up its management.
Shinhan Bank and Hana Bank also cut mortgages by 696.5 billion won and 226.9 billion won, respectively. However, both banks fell short of their initial reduction targets.
Nonghyup Bank showed the opposite trend. Its mortgage increase target was 260 billion won, but the actual increase reached 1.6954 trillion won.
As a result, Nonghyup Bank was the only one of the five banks whose total household loan increase had already exceeded its annual target of 870 billion won. The remaining banks have also exceeded their first-half targets.
As surging use of negative-balance accounts and credit loans pushed lending past household loan growth targets, banks are raising loan barriers centered on mortgages.
KB Kookmin Bank reduced its mortgage limit from 600 million won to 300 million won earlier this month. Major banks have also entered additional management measures, such as temporarily halting applications through loan brokers or restricting enrollment in mortgage insurance.
"Credit loans such as negative-balance accounts are difficult to manage in terms of limits, but mortgages can be managed and are large in scale, so banks appear to be managing mortgages," a financial authority official said.
As banks' "mortgage tightening" spreads, voices calling for easing regulations are growing among genuine buyers who need to raise funds to purchase homes.
However, financial authorities have stated they will maintain their household loan volume management stance for the time being. Shin Jin-chang, secretary general of the Financial Services Commission, said in a preliminary briefing related to the work report, "In the current situation, there are concerns that easing the household debt management stance could stimulate the real estate market," adding, "Whether to ease the 1.5% (household loan total growth target) is not something we are considering at present."
However, they left open the possibility of limited support for some genuine buyers, such as young people. President Lee Jae-myung also said at a Cabinet meeting that day, "The real estate problem must be normalized for productive reinvestment of resources to be possible and for social dynamism to be restored," while adding, "Along with speedy real estate supply measures, we will meticulously prepare support measures for genuine buyers that match reality."
Rep. Lee Yang-soo pointed out, "As banks tighten mortgages further in response to the authorities' loan regulations, funding for ordinary genuine buyers is effectively being blocked," adding, "Financial authorities must move away from a regulation-only approach and prepare supplementary measures to minimize damage to genuine buyers."
