The South Korean government will become the first major buyer of domestically built humanoid robots, purchasing 250 units next year and 1,080 by 2030 to create early demand while spending a combined 2.3 trillion won ($1.7 billion) over the same period to build up the humanoid ecosystem.
The Ministry of Planning and Budget said it discussed the investment plan for the humanoid ecosystem and physical AI demonstrations at the second meeting of its fiscal management strategy council on the 27th.
Spending on the humanoid sector will start at 600 billion won next year and reach 2.3 trillion won by 2030. Including private investment, the total rises to 2.7 trillion won. The government plans to establish mass-production systems for humanoids tailored to 10 industries, including automobiles, shipbuilding, home appliances and logistics, and to raise the share of locally made core components to 80% from the current 45%.
The government will also generate demand through bulk purchases. It will buy 250 domestically produced humanoids next year and expand purchases to 1,080 units by 2030. Robots supplied to universities and state-funded research institutes will be required to use locally made parts and software. Including non-humanoid machines such as four-legged walking robots, government purchases will rise to about 1,700 units in 2027 and roughly 5,000 by 2030.
New research and development programs will be created for weaker component areas such as actuators, robotic hands and sensors, and the government will also develop AI chips for humanoids, all-solid-state batteries and operating systems. About 20,000 specialists in manufacturing AX and physical AI will be trained by 2030.
For physical AI demonstrations, the government will provide 700 billion won next year and 2.8 trillion won by 2030. Including private and local government funding, the total comes to about 4 trillion won. More than 500 demonstration sites will be created next year alone across eight fields including autonomous manufacturing, small-scale manufacturing, agriculture, care services and defense. Mobility and rehabilitation assistance robots will be deployed at nursing and disability facilities, while the military will test unmanned ammunition transport vehicles, humanoids for perimeter security and reconnaissance drones.
Support for small and medium-sized enterprises with high growth potential will also be strengthened. The government will select 300 companies each year in four fields — new security, pharmaceuticals and biotechnology, climate tech and Korean consumer goods — and provide each with more than 10 billion won for up to five years. Spending next year will total 238.8 billion won. The government also plans to streamline 671 SME support programs run by 22 ministries and agencies, saving about 4 trillion won that will be reinvested in programs with proven results and in new industries.
