South Korea's Ministry of the Interior and Safety said on July 9 that it will work with the electronic financial services industry to strengthen the security and reliability of digital payment and money transfer services by expanding verification of resident registration cards to prevent the use of forged or altered identification.
To support the initiative, the ministry signed a memorandum of understanding with Naver Pay, Kakao Pay, Viva Republica (Toss), the Financial Supervisory Service (FSS) and the Korea Financial Telecommunications & Clearings Institute (KFTC) to broaden access to resident registration card authenticity verification for electronic financial service providers.
Until now, electronic financial service providers have been able to verify only limited information during customer identification, including a customer's name, resident registration number and ID issuance date, excluding the photograph. As a result, they have been unable to determine in real time whether a physical resident registration card has been forged or altered.
The government said the need for stronger verification has grown as consumers increasingly use digital payment and money transfer services instead of traditional banking channels. Criminals have exploited forged resident registration cards in schemes involving fraudulent money transfers, concealment of illicit proceeds and other financial crimes. Voice phishing organizations, in particular, have frequently used counterfeit IDs to obtain accounts under other people's names and move criminal funds.
The ministry said it has reviewed relevant laws, including the Act on Reporting and Using Specified Financial Transaction Information, and will allow electronic financial service providers to verify resident registration cards through the government's authentication system, including comparison of the cardholder's photograph.
The initiative will also be accompanied by a new administrative regulation governing the use of the resident registration card verification system. The regulation will expand the definition of eligible institutions under the Resident Registration Act to include electronic financial service providers while establishing clear procedures and standards for ID verification to improve legal certainty and operational transparency.
Using the Korea Financial Telecommunications & Clearings Institute's financial network, the ministry plans to begin pilot operations with Naver Pay, Kakao Pay and Toss later this year. Following verification of the system's performance and stability with the Financial Supervisory Service, the government plans to expand the service to additional qualified electronic financial service providers beginning next year.
"The expansion of resident registration card authenticity verification marks an important milestone in protecting the public from financial crimes such as voice phishing and money laundering while strengthening trust in the digital financial ecosystem," said Yoon Ho-jung, minister of the Interior and Safety. "We will continue expanding cooperation with the private sector to create a safer and more convenient digital financial environment."
