US Trade Representative Jamieson Greer said both Washington and Beijing were seeking stability in their relationship and that he remained optimistic about ties ahead of Chinese President Xi Jinping’s expected visit to the United States later this month. “I am optimistic. The Chinese very much want to have a stable relationship. That’s the word they use: stability. We’re in favour of that as well,” Greer said in an interview with Fox News on Thursday. He also said announcements on operationalising the US-China Board of Trade and incentivising US agricultural sales to China would be the likely outcome of the summit between Xi and US President Donald Trump in Washington, which confirms reports by the South China Morning Post. “We expect we’ll also have some deliverables on the Board of Trade that we’ve talked about,” he said. “We’re getting together with our Chinese counterparts,” he added. The creation of the Board of Trade was announced in May following Trump’s visit to Beijing, alongside a new Board of Investment, as mechanisms for managing business ties between the world’s two largest economies. Under the trade mechanism, both sides are identifying non-sensitive sectors and products eligible for a tariff-reduced trade capped at US$30 billion for each side. The SCMP reported last month that the Board of Trade was likely to be operationalised during Xi’s visit, even as discussions on the investment forum remained stalled. Greer explained how the arrangement could work, with both sides identifying products that could be shielded from future trade measures, particularly goods where American production is limited and there is little concern about imports from China. “It’s looking at different products,” Greer said, adding that the US could pick areas where it may “want to leave it alone” if it imposes trade measures in the future. He cited “toys and games” and “fireworks” as examples of non-sensitive products, saying the goal was to find areas where the US could “trade with China in a balanced way that doesn’t threaten our economy”. In July, the Chinese embassy in Washington said agriculture and aviation were among the sectors selected for tariff-reduced trade, adding that the two sides had “set a guiding objective of expanding two-way agricultural trade” and agreed “in principle” to include agricultural products in a framework for reciprocal tariff reductions. The SCMP also reported last week that the bilateral trade truce agreed in Busan, South Korea, in October 2025, was likely to be extended. “We are not looking for a giant comprehensive trade agreement with China,” Greer said. “We’re looking to manage this relationship.”
