Jefferies on Monday upgraded Parsons Corp. (PSN) to Buy from Hold, arguing that a bruising second quarter marked by contract write-downs, lowered guidance and execution missteps has reset investor expectations enough to create an attractive entry point despite lingering operational risks.
Analysts led by Sheila Kahyaoglu said Parsons (PSN) shares have fallen to a level that more than reflects the company's recent setbacks, valuing the stock at what it considers a conservative 9.5 times projected earnings before interest, taxes, depreciation and amortization.
The upgrade follows what Jefferies described as a "shock and awe" second quarter, in which Parsons (PSN) reduced its 2026 ebitda outlook by $115 million, or 18%, after reporting a series of unexpected charges tied to defense and infrastructure contracts.
For investors, the debate now centers on whether those problems reflect isolated execution failures or signal deeper issues within the business. Jefferies believes the company's underlying growth drivers remain intact and that management's cleanup efforts position Parsons (PSN) for improved financial performance beginning in 2027, although the firm acknowledged confidence has been damaged by repeated disappointments.
The largest second quarter headwinds included a $77 million write-off on two INDOPACOM contracts after Parsons (PSN) concluded a subcontractor was better suited to complete the work, a $41 million charge tied to a legacy Canadian rail joint venture affected by heavy rainfall, and the sale of two advisory contracts that generated a $19 million gain but reduced near-term revenue.
Jefferies said investors have also been rattled by earlier setbacks, including the loss of a confidential government program and disappointment surrounding Federal Aviation Administration work, making it increasingly difficult to distinguish one-time issues from structural problems.
Still, the analysts pointed to several indicators suggesting the company's core operations remain healthy. Parsons posted a second quarter book-to-bill ratio of 1.2 times, with awards rising 24% year over year. The company secured five contract wins worth more than $100 million during the quarter, bringing the first-half total to nine, while its Federal Solutions business maintained win rates above 90% on recompete contracts.
Jefferies expects revenue to remain essentially flat in 2026 at about $6.35 billion before returning to roughly 3% growth in 2027, driven by new defense programs, FAA modernization work, cybersecurity contracts and infrastructure projects in the Middle East. The firm forecasts adjusted EBITDA margins recovering to 9.7% next year.
The report highlighted several potential catalysts, including production ramp-up of the Joint Cyber Hunt Kit program, expanding FAA modernization work, missile defense opportunities tied to the Golden Dome initiative and continued growth across Middle Eastern infrastructure projects. Parsons also maintains an opportunity pipeline exceeding $55 billion and about $11 billion of unbooked contract ceiling value.
Jefferies nevertheless warned that risks remain. Additional funding delays, contract protests, execution problems, lower-than-expected margins or further program losses could pressure earnings.
The investment bank cut its price target to $52 from $60, still implying roughly 20% upside from the stock's previous close of $43.17.
In its downside scenario, the firm estimates the stock could fall to about $35 if revenue declines and profitability weakens further, while a stronger-than-expected recovery could support a share price near $90.
