The moratorium on Texas data center grid interconnections declared this week by Governor Greg Abbott places ~20% of the total U.S. data center pipeline at risk of delay, and the longer the pause stays in place, the greater the risk to the state's data center boom, Bloomberg NEF analysts said in a report.
Grid operator ERCOT is considering ~474 GW of requests to connect to the Texas grid, more than 5x the state’s record peak electricity demand for ERCOT, with ~90% of the new power requests coming from data centers, Abbott said in his order blocking approvals of new facilities housing AI operations until state regulators can conduct an audit on each project's power usage.
The financial implications of the data center pause could be "immense," as "delays in energization over this period could thus put billions of dollars of data center leasing revenue at risk," BNEF said, estimating that AI computing capacity can earn ~$1.76B per GW per month.
"The implied revenue at risk for data centers runs into many billions of dollars if interconnection policy changes in the next term," BNEF said in its analysis, as reported by UtilityDive.com.
After paying tens of millions of dollars to connect to the Texas grid, data center companies now risk losing their deposits without a clear pathway to power up their server warehouses, Reuters reported this week.
American Electric Power (AEP), one of the largest utilities participating in ERCOT's new "BatchZero" interconnection process for large loads - recently disclosing that it has submitted ~45 GW of prospective demand - said it is monitoring the governor's order and assessing potential impacts.
Analysts had forecast that Texas - which has land, power supplies, and a business-friendly environment - could surpass Virginia as the world's largest data center hub by 2030.
