Midday Need to Know: Treasury buybacks, Philip Morris deal & more

不做 Philip Morris International(PM.US)
Altria(MO.US)
Warner Bros. Discovery(WBD.US)
Intel(INTC.US)
Bloom Energy(BE.US)

The stock market was mixed on Monday, with declines in technology shares weighing on the broader market as investors turned cautious ahead of a key week for the sector.
Now, here are four news stories that broke in the morning to watch out for:
Bessent eyes TGA funds: Treasury Secretary Scott Bessent is considering tapping the Treasury's nearly $1 trillion General Account to fund the government's expanded long-term bond buyback program, according to senior Treasury officials. The move could alleviate market skepticism that emerged after the Treasury announced it would double the size of off-the-run securities purchases on the long end to at least $4 billion from $2 billion. The 30-year bond yield recently traded at 5.24%, down 4 basis points, after climbing to 5.28% on Friday following an initial boost when the expanded program was announced on Aug. 19.
Bonta cancels Paramount meeting: California Attorney General Rob Bonta canceled a scheduled Monday settlement meeting with Paramount representatives, accusing the media company of acting in bad faith in discussions over its proposed $111 billion acquisition of Warner Bros. Discovery. Bonta alleged Paramount leaked and misrepresented details from a Friday meeting between the parties. The attorney general has indicated he would accept only structural remedies to resolve the state's lawsuit seeking to block the merger, potentially requiring divestitures of cable channels and commitments to keep Paramount's movie studio separate from Warner Bros.
Philip Morris enters partnership: Philip Morris International (PM) entered a contract manufacturing arrangement for combustible cigarettes with Altria's (MO) Philip Morris USA through its non-U.S. affiliates. The collaboration will leverage both organizations' manufacturing capabilities, with first shipments expected to begin early in 2027, subject to operational readiness and regulatory requirements. Philip Morris International emphasized it has not commercialized combustible cigarettes in the U.S. and has no plans to do so, maintaining its focus on a smoke-free future.
Pelosi discloses tech purchases: Congresswoman Nancy Pelosi disclosed new investments including the purchase of 10,000 shares of Intel on July 24, valued between $500,001 and $1 million, along with 50 call options with a $50 strike price expiring June 17, 2027. She also disclosed purchasing 15,000 shares of Bloom Energy and 100 call options with a $100 strike price and the same expiration date. Pelosi last disclosed portfolio adjustments in June, when she bought call options in Intel and Uber Technologies. The California congresswoman has faced criticism for being one of the more financially active lawmakers.
