Crude oil futures fell nearly 3% Tuesday as the Trump administration pivots to economic sanctions rather than military strikes to pressure Iran, which the oil market sees as posing less risk to oil supplies.
The shift to economic pressure has reduced some of the oil market's anxiety, Saxo Bank head of commodity strategy Ole Hansen said, adding that Monday's U.S. sanctions announcement was not as forceful as some traders had expected.
The measure unveiled by Treasury Secretary Bessent did not identify the countries that would be targeted or say when penalties would take effect, adding he would provide time to comply with the new directives.
Iran's minister of economic affairs said his government had a two-year plan in place to deal with economic sanctions, and China — the biggest buyer of Iranian oil — said its relationship with Iran "should not be disrupted or undermined" and that it will take "all necessary measures" to safeguard its interests.
Pakistan's interior minister said "significant progress was made" in talks with Iranian representatives in bringing the conflict to a close.
"In the absence of material escalation and amid continuing grey flows through the Strait of Hormuz, oil markets remain mostly in a wait-and-see mode," Deutsche Bank's Peter Sidorov said in a note.
The New York Times reported that personnel who had left U.S. diplomatic missions in the Middle East due to dangers tied to the conflict could start to return as soon as this week, another sign that the U.S. does not expect a re-escalation of the conflict.
Oil prices are lower even after an oil tanker was struck Tuesday near the Strait of Hormuz by an unidentified projectile, the United Kingdom Maritime Trade Operations said.
No one has claimed responsibility for the attack or been publicly blamed, but Iran has targeted more than a dozen commercial vessels near Hormuz or the Red Sea so far this month and has threatened others as part of its effort to control traffic in the strait.
Front-month Nymex crude (CL1:COM) for October delivery down 2.7% to $82.67/bbl, and front-month Brent crude (CO1:COM) down 2.8% to $89.61/bbl.
