Wall Street giants, JPMorgan Chase (JPM), Bank of America (BAC), Goldman Sachs (GS), and Morgan Stanley (MS), are feuding over a capital surcharge tweak in the Federal Reserve's overhaul of bank capital requirements, according to a report released by Reuters.
The issue is related to a capital surcharge that the Fed imposes on global systemically important U.S. banks. The GSIB surcharge was developed by the Fed following the 2007 to 2009 financial crisis.
The Fed is planning to make the surcharge more risk-sensitive by revising how it treats short-term wholesale funding, such as repo and commercial paper.
Currently, the central bank measures short-term wholesale funding as a ratio of risk-weighted assets. The proposal is to scrap the ratio, and measure absolute short-term wholesale funding exposure.
Morgan Stanley and Goldman Sachs, which are more reliant on short-term wholesale funding, are expected to benefit from the proposed changes, compared to JPMorgan and BofA, which hold ample deposit funding, according to four people familiar with the matter.
On account of the changes, JPMorgan is estimated to miss out on $13B in extra capital relief, while BofA on $9B. Meanwhile, Goldman and Morgan Stanley are both expected to realize an additional $1B-$2B in relief, JPMorgan reportedly said.
The infighting among the Wall Street banks potentially complicates the central bank's effort to finalize the changes before 2027, the report published on Thursday noted.
