South Korea’s three major mobile carriers have held nearly 3 billion won in unclaimed customer refunds for five consecutive years. Although customers are notified of refunds by text message, the requirement to complete a separate application process has been cited as an obstacle to receiving the money.
According to Rep. Han Joon-ho of the Democratic Party of Korea, a secretary of the National Assembly’s Science, ICT, Broadcasting and Communications Committee, on Oct. 23, unclaimed refunds at SK Telecom, KT and LG Uplus totaled 3.06 billion won as of June 2026. The balance declined from 3.13 billion won in 2022 to 2.96 billion won in 2025 before rising by 100 million won in 2026. The total has fallen by just 70 million won over five years.
By carrier, SK Telecom had the largest unclaimed balance at 1.44 billion won, followed by LG Uplus at 1 billion won and KT at 620 million won. The total number of unclaimed refunds stood at 630,965, little changed from 635,383 in 2022.
LG Uplus accounted for 364,539 unclaimed refunds, or 57.8% of the total, followed by KT with 175,429 and SK Telecom with 90,997. SK Telecom had the fewest cases but the largest outstanding balance. Refunds of 10,000 won or more per case totaled 2.46 billion won, accounting for 80.4% of the overall unclaimed amount.
Unclaimed refunds arise when telecom charges are settled after service cancellation or number transfers. They include overpayments resulting from discounts, duplicate payments and unreturned deposits. Even when a refund becomes due after final billing, customers do not receive it automatically.
Customers can check for unclaimed refunds through Smart Choice, a service operated by the Korea Telecommunications Operators Association. However, claiming a refund requires registration and email verification. Users must then log in, check their outstanding balance again and enter bank account details under their own name.
Even after confirming that a refund is available, customers will not receive the money unless they submit a separate application. The requirement for customers to complete the refund process themselves after terminating service has prompted calls for improvement.
